Conditions for receiving smartphone support for poor and near-poor households

The program will support 400,000 smartphones for poor and near-poor households with specific conditions.

This is one of the contents of the Public Telecommunications Service Provision Program to 2030, which was just approved by Deputy Prime Minister Ho Quoc Dung in Decision No. 777/QD-TTg.

Regarding support for using compulsory telecommunications services, the Program strives for 100% of users according to regulations to be supported to use compulsory telecommunications services.

Regarding support for the use of universal telecommunications services: Strive for 100% of poor and near-poor households nationwide to need support for using terrestrial fixed broadband Internet access services or terrestrial mobile telecommunications services.

Strive for 100% of community points in the following areas that are not provided with terrestrial mobile telecommunications services and terrestrial fixed broadband Internet services to be supported to use low-altitude fixed satellite telecommunications services: Villages in particularly difficult communes in ethnic minority and mountainous areas; particularly difficult villages in ethnic minority and mountainous areas remaining; villages in particularly difficult communes in coastal, coastal and island areas.

Regarding end-to-end equipment support, striving for 400,000 poor and near-poor households to be supported with smartphone equipment.

The program will support 400,000 smartphones for poor and near-poor households, except for poor and near-poor households with students supported with terminal equipment from the "Waves and Computers for Children" program launched by the Prime Minister on September 12, 2021 and except for poor and near-poor households that have been supported from the state budget in other programs from January 1, 2021 to the time of making the above support list.

The program implementation period is calculated from April 30, 2026 to the end of December 31, 2030.

Previously, the program "Waves and computers for children" was divided into 2 implementation phases, phase 1 mobilized 1 million tablets to support students in difficult circumstances in localities that are being cut off due to the COVID-19 epidemic; phase 2, from the 2022 school year, continued to launch to equip 100% of students in difficult circumstances with online learning computers, thereby promoting the development of the digital society.

In phase 1, 92,629 tablets were received and distributed from the support of telecommunications enterprises to students in 24 provinces and cities implementing distance expansion according to Directive No. 16; receiving and allocating money to 17 provinces so that localities can proactively organize procurement and promptly hand over to students, the amount of 513 billion VND, purchased 205,200 tablets.

With the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses", 34 localities have started construction and completed 100% of the houses in need of support for all 3 groups of subjects, including: Housing support for households of people with meritorious services to the revolution and relatives of martyrs completed on July 24, 2025; housing support from 2 national target programs and support for eliminating temporary and dilapidated houses for poor households, near-poor households and households in difficulty, with a total number of newly built and repaired houses of 334, 234 units.
