Mr. Nguyen Duc Nam was born in 1968 (hometown: Dai Lanh commune, Dai Loc district, Quang Nam province). Mr. Nam has a bachelor's degree in science and science of Literature, high -end political theory.

After that, Mr. To Van Hung was the Director of the Department of Natural Resources and Environment and then the Secretary of Hoa Vang District Party Committee.
