Previously, the presentations at the opening session of the 33rd Diplomatic Conference on August 1st went into in-depth analysis of practical data and proposed breakthrough solutions for each field, thereby contributing to the common task of foreign affairs work in the new era of development.
Reporting at the conference, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan emphasized that in the past time, economic diplomacy and international economic integration have achieved many important results, making practical contributions to economic development, market expansion and enhancement of Vietnam's position.
Regarding the orientation for the coming time, the Ministry of Industry and Trade emphasized 6 basic focuses: Innovating economic diplomacy to directly contribute to improving productivity and technological capacity; taking businesses as the center, promoting the "Go Global" program in the 2026-2030 period to diversify markets and supply chains; innovating trade promotion activities towards practical efficiency; developing the foreign affairs ecosystem (economic, scientific, defense) to attract intellectuals, technology and strategic capital flows; closely coordinating between foreign affairs, economy, science and technology, defense, and security sectors. Finally, improving national risk management capacity in trade, energy and technology to ensure harmony between deep integration and strategic autonomy.
Presenting a presentation with the theme "International integration in the financial sector; attracting foreign investment to serve growth model transformation, rapid and sustainable development", Member of the Party Central Committee, Minister of Finance Ngo Van Tuan said that along with growth, the national financial foundation and macroeconomic stability are constantly being consolidated.
According to Minister Ngo Van Tuan, the financial sector determines that integration in the new era is not simply calling for capital but must directly improve the resilience of the economy, ensuring strategic independence and autonomy. Four major orientations are proposed including: Improving the efficiency of capital mobilization (prioritizing ODA and long-term capital for infrastructure, digital transformation, green transformation); developing a modern, transparent capital market, approaching international standards; innovating thinking to attract FDI prioritizing high-tech projects, promoting technology transfer for domestic enterprises to participate in the global value chain; and promoting digital transformation in the financial sector, strengthening cooperation on fintech and digital financial standards.
Deputy Head of the Central Policy and Strategy Committee Nguyen Duc Trung said that in the context of global restructuring of technology, supply chains and political formation, the goal of double-digit growth requires a development model based on science and technology, artificial intelligence and innovation.
Foreign affairs must become the pillar of building this model through 3 strategic orientations. First, foreign affairs must expand 4 "new development spaces" including: Technology space (AI, semiconductor, biology); financial space (building an international financial center); innovation space (connecting networks of experts, global research institutes) and Market space (new generation FTAs). Vietnam must actively participate in building international rules of the game instead of just adapting. Second, shift thinking from "attraction" to "building" resources, prioritizing bringing in source technology, venture capital funds and accompanying domestic enterprises to penetrate deeper into the value chain. Third, shift from "protecting development space" to "building national development capacity," maximizing the framework of comprehensive strategic partnerships to improve human resources and competitiveness.
