On the afternoon of June 2, Chairman of Dong Thap Provincial People's Committee Tran Tri Quang signed and issued Official Letter No. 125/UBND-TCDNC on not organizing working groups to learn from experience. According to the document, in recent times, media agencies have had many reports reflecting the ineffective organization of experiential learning groups, costly funding, and causing bad public opinion during the period of restructuring and streamlining the apparatus.

In order to improve discipline and order in the performance of public duties of localities, agencies and units, the People's Committee of Dong Thap province requires provincial departments and branches; public service units under the Provincial People's Committee, state-owned enterprises under the Provincial People's Committee; People's Committees of districts and cities to focus on directing units to perform well the work within the scope and field of management and business. Do not organize groups to study experiences until the arrangement of administrative units is completed according to regulations.

The Chairman of Dong Thap Provincial People's Committee also clearly stated the responsibility if violations occurred. The document emphasizes: "Heads, leaders of provincial departments and branches; affiliated public service units, state-owned enterprises under the Provincial People's Committee and People's Committees of districts and cities are responsible to the Provincial People's Committee if their affiliated agencies and units violate".
