Expected resources to increase allowances for elderly and weak commune-level officials who have resigned

The Ministry of Home Affairs plans to allocate resources to increase monthly allowances for elderly and weak commune-level officials who have quit their jobs, applied from July 1, 2026.

The Ministry of Home Affairs is seeking opinions on the draft Circular guiding the implementation of adjusting the monthly allowance level for old and weak commune, ward, and town officials who have quit their jobs.

In the draft submission, the Ministry of Home Affairs also stated the expected resources and conditions to ensure the implementation of the document and the time for submitting it for promulgation.

Accordingly, the Ministry of Home Affairs clearly stated that Resolution No. 245/2025/QH15 dated November 13, 2025 of the National Assembly on the state budget estimate for 2026 has allowed to expand the scope of use of accumulated funds for salary reform from the central budget to adjust pensions, social insurance allowances, monthly allowances, preferential allowances for people with meritorious services and streamline staff; allowing the use of salary reform funds from local budgets to implement social security policies issued by the Central Government and streamline staff. Therefore, the proposal for monthly allowances is appropriate and feasible.

The draft Circular is built and promulgated to concretize regulations on monthly allowances for old and weak commune, ward, and town officials who have quit their jobs under the Government's Decree adjusting pensions, social insurance allowances and monthly allowances (effective from July 1, 2026).

In the draft Circular, the Ministry of Home Affairs also proposed 2 options for adjusting allowances to be applied from July 1.

Option 1: Increase by 4.5% and 200,000 VND/month on the monthly allowance level enjoyed at June 2026 for subjects according to regulations.

The monthly allowance level enjoyed from July 1st is calculated according to the following formula:

In which the allowance level enjoyed at June 2026 is the allowance level specified in Clause 3, Article 2 of Circular No. 8/2024/TT-BNV of the Minister of Home Affairs guiding the implementation of adjusting the monthly allowance level for old and weak commune, ward, and town officials who have quit their jobs.

Based on regulations, elderly and weak commune officials who have quit their jobs include: Officials who were formerly Party Secretary, Chairman of the People's Committee, Deputy Secretary, Vice Chairman, Standing Committee of the Party Committee, member of the People's Committee secretary, secretary of the Commune People's Council, Commune Military Commander, Head of the Commune Police and other positions are entitled to a monthly allowance of 3.8575 million VND/month from July 1.

Option 2: Increase by an additional 8% on the allowance level enjoyed at the time of June 2026 for the prescribed subjects.

The monthly allowance level enjoyed from July 1st is calculated according to the following formula:

Elderly and weak commune officials who have quit their jobs include: Officials who were formerly Party Secretary, Chairman of the People's Committee, Deputy Secretary, Vice Chairman, Standing Committee of the Party Committee, member of the People's Committee secretary, secretary of the Commune People's Council, commune militia commander, Head of commune police and other positions who are entitled to a monthly allowance of 3.8 million VND/month from July 1.

Then, from July 1, after adjusting the monthly allowance level for old and weak commune officials who have quit their jobs according to the above regulations and have an allowance level enjoyed lower than 3.8 million VND/month, it will be adjusted to increase as follows: Increase by 300,000 VND/person/month for those who have a monthly allowance level below 3.5 million VND/person/month; Increase to 3.8 million VND/person/month for those who have a monthly allowance level from 3.5 million VND/person/month to under 3.8 million VND/person/month.
