On December 27, Gia Lai Provincial People's Committee had the results of resolving voters' opinions and recommendations sent before the regular session at the end of 2025 (5th session), the 12th Provincial People's Council.
After the arrangement, some communes faced difficulties in finance, facilities and means, voters proposed that the province have support policies for localities to ensure the implementation of socio-economic development tasks.
An Hao commune (joined from 3 communes An Hao Dong, An Hao Tay and An My) is bearing basic construction debt of more than 33.4 billion VND while the local budget is limited, exceeding the ability to balance and solve debt. To remove this difficulty, on November 24, Gia Lai Provincial People's Committee submitted to the Provincial People's Council the Regulation on decentralization of revenue sources and budget expenditure tasks for 2026.
According to the resolution passed, revenue from land use fees of district-level projects and works that were previously handed over to communes will be allocated: 15% of the central budget, 50% of the provincial budget to support communes in paying district-level projects, 35% of the commune budget to pay district-level projects. The province proposed An Hao Commune to implement in accordance with regulations to resolve basic construction debt.
Ia Tul commune - a particularly difficult locality with over 98% of the population being ethnic minorities, low budget, and people's lives still facing many difficulties. The flood on November 6 caused heavy damage to traffic, irrigation and infrastructure.
Voters proposed that the Provincial People's Committee supplement funds to overcome consequences, repair infrastructure and restore production. On November 28, the province allocated 2.8 billion VND to the commune, including 2 billion VND for transportation and 800 million VND for irrigation (Bon Ia Rniu flood control ditch), helping people soon stabilize their lives and restore production.
In Chu Prong commune, this local budget is currently not enough to prepare detailed plans according to regulations. Before the proposal to support funding to ensure the implementation of the plan, on November 25, the Department of Finance requested communes and wards to review and report on funding needs. Currently, the Department is summarizing and submitting to the Provincial People's Committee for consideration and supplementation within the budget balance capacity.
In addition to financial difficulties, some communes also reflect the issue of lack of vehicles and facilities to serve management. An Vinh commune is in a particularly difficult area, the new headquarters is about 40km away from the village center, currently there is only one official car, causing difficulties in management, direction and serving the people.
Regarding this issue, the Provincial People's Committee has allocated funds from the Central Government to buy cars for communes and wards, including An Vinh commune, ensuring management and stabilizing the local government system.
With timely policies, the province has removed financial difficulties, supported facilities and means, creating favorable conditions for communes to implement socio-economic development tasks, improve people's lives and consolidate the local government system.
