On November 27, at the Government headquarters, Deputy Prime Minister Le Thanh Long chaired a working session on the disbursement of public investment capital of the Ministry of Health and the Ministry of Education and Training (MOET) and the production and business situation, disbursement of public investment capital, import-export, infrastructure construction, social housing and implementation of local government at both levels in An Giang province.
For the Ministry of Education and Training, Deputy Minister Le Tan Dung said that by the end of November 20, 2025, the total disbursement amount was more than 963 billion VND (28.26%).
Difficulties and obstacles are mainly concentrated in projects under the national target program for socio-economic development in ethnic minority and mountainous areas, ODA projects of Danang University and projects under Resolution 57-NQ/TW.
For the Ministry of Health, Deputy Minister Le Duc Luan said that the Ministry's accumulated disbursement by November 25, 2025 reached 20.1%.
Regarding the reason for the delay in disbursement, according to Deputy Minister Luan, some projects have been completed and have been fully funded, but the disbursement rate is relatively low. For example, the National Children's Hospital project, facility 2, is only about 32%, the National Obstetrics and Gynecology Hospital, facility 2, has only about 25% left for fire prevention and fighting acceptance, acceptance by the Department of Construction, environmental licensing, and purchasing of medical equipment, so it will affect the payment and settlement of the project.
Bach Mai Hospital Project, Facility 2 (disbursed 105 billion VND, reaching 8.7%), Viet Duc Hospital, Facility 2 (disbursed 39 billion VND, reaching 3.3%). Both hospitals will focus on disbursing in December (capital of VND 1,023 billion).
The Deputy Minister of Health said that the disbursement will be concentrated in December; the possibility of capital disbursement by December 31 will reach more than 3,543 billion VND (64.8%).

Concluding the meeting, Deputy Prime Minister Le Thanh Long assessed that the disbursement of public investment capital of the Ministry of Education and Training and the Ministry of Health is not optimistic. The disbursement rate up to this point is much lower than the national average (more than 56%).
"In the coming time, we must still focus on implementing the set goals, without any changes, disbursement reaches 100%, growth reaches over 8%. These will be clear indicators to evaluate cadres in completing assigned tasks" - said the Deputy Prime Minister.
For the Ministry of Education and Training and the Ministry of Health, it is necessary to closely coordinate with the Ministries of Finance, Agriculture and Environment, Ethnic Minorities and Religions to conduct a general review of work and tasks to include in national target programs, avoiding duplication.
We must focus highly on disbursement in 2025. For items that cannot be disbursed, report to transfer sources.
The Ministry of Health focuses on the second facility project of Bach Mai and Viet Duc Hospitals in Ninh Binh, striving to inaugurate the construction components of these two facilities on December 19, 2025 to join in the inauguration atmosphere, starting major projects nationwide to celebrate the 14th National Party Congress.
