The Government Office has just issued Notice No. 537/TB-VPCP dated October 5, 2025, concluding the conclusion of Deputy Prime Minister Le Thanh Long at the meeting on the implementation of the investment project to build the second facility of Viet Duc Friendship Hospital and the investment project to build the second facility of Bach Mai Hospital.
According to the announcement, the construction progress of the packages is from 90-95% of the workload at the Viet Duc Hospital 2 facility project and from 80-99% of the workload at the Bach Mai Hospital 2 facility project.
Although there has been progress in implementing the two projects, many work are behind schedule compared to the plan. The construction progress of the two projects has not met requirements, and has not been completed on schedule; the construction workforce has only reached 30-70% of the requirements.
Difficulties arising regarding the construction drawing design estimate; changes in the architectural design of the site; requirements for connectivity and synchronization of hospital management software; procedures for purchasing, installing equipment; changes in fire prevention and fighting regulations and completing project management personnel... have not been completely resolved.
Over time, many types of equipment have changed or stopped production; many equipment, especially information technology equipment, have been installed but are damaged or do not meet current practical requirements.
The exchange between relevant agencies is prolonged; solutions have not been implemented drastically and promptly.

To complete the two project projects on schedule and put them into use before November 30 as directed by the Government, the Prime Minister and Deputy Prime Minister requested the Ministry of Health, the Project Management Board (Investor), contractors and relevant ministries and agencies to be truly determined and make efforts.
Be more active and proactive to focus resources, resolutely, synchronously and effectively implement the tasks and solutions set out, ensure quality and compliance with legal regulations.
The Deputy Prime Minister assigned the Ministry of Health to preside over and closely coordinate with relevant ministries and agencies to direct relevant units to seriously and fully implement Resolution No. 34/NQ-CP; completely resolve arising issues, urgently approve construction drawing design estimates; complete before October 10.
Direct the Project Management Board to preside over and closely coordinate with contractors to urgently complete the signing of the contract adjustment appendix immediately after the construction drawing design estimate is approved.
Direct the Project Management Board to coordinate with contractors urgently, focus on completing the fire prevention and fighting acceptance documents and sending them to the fire prevention and fighting agency of the Ministry of Public Security before October 10.
The Ministry of Health shall preside over and coordinate with relevant ministries and agencies to research, propose, and report to the Government and the Prime Minister on mechanisms and policies (such as on human resources, finance, etc.) to ensure the effective operation of the two hospitals.
The Ministry of Public Security directs relevant units to consider appraising and approving fire prevention and fighting acceptance for the two project works within 7 days from receiving complete documents from the Project Management Board.
