Srdently criticize places with below-average public investment disbursement rates
On October 18, Politburo member and Prime Minister Pham Minh Chinh chaired the National Conference on promoting public investment in 2025.
In his concluding remarks, the Prime Minister pointed out that there are still 20 ministries, agencies and 26 localities that have not fully allocated the capital plan assigned by the Prime Minister with a capital of VND 26.2 trillion. By the end of October 16, there were 29 ministries, agencies and 18 localities with disbursement rates below the national average.
The Prime Minister severely criticized and requested these ministries, agencies and localities to clarify the responsibility of relevant collectives and individuals, seriously learn from experience and propose strong solutions to promote disbursement by the end of the year.
Recently, the Politburo issued Regulation No. 366-QD/TW on reviewing, evaluating and classifying quality for collectives and individuals in the political system. In particular, the results of directing and organizing the disbursement of public investment capital are a criterion.
Bidding, inspection and examination work still has many limitations; handling violations and delays in the management and use of public investment capital is not timely and strict.
Some localities are not proactive, not determined, still confused in directing and operating, have low sense of responsibility, even have the mentality of avoiding, shirking responsibility, waiting in the process of arranging and organizing the apparatus...

Avoid the situation where it is very hot in a meeting but the meeting cools down
In the coming time, the head of the Government requested the personalization of responsibilities to each individual; consider the disbursement results as one of the important bases for assessing the level of annual task completion of organizations and individuals; avoid the situation of "hot at the top and cold at the bottom" or "very hot at the meeting but cold after the meeting".
Urgently allocate details of the entire public investment plan for 2025, especially the capital plan allocated from the increased central budget revenue in 2024.
Urgently review and evaluate the disbursement implementation situation for each project; classify projects according to the disbursement level (good, slow, unable to disburse...); thereby developing a specific disbursement schedule for each week, month, quarter and having specific, appropriate solutions to promote disbursement to achieve the set goals.
Regularly review and promptly adjust capital from projects with slow disbursement or inability to disburse to projects with good disbursement capacity and needing additional capital.
"A dong that cannot be spent must be allocated elsewhere," the Prime Minister noted.
Timely handle problems according to authority; synthesize and report to competent authorities to thoroughly handle difficulties and problems; urgently perfect the apparatus, ensure project management and accounting staff to implement projects.
Enhance discipline and order, strengthen inspection and supervision; strictly handle investors, project management boards, and contractors who intentionally cause difficulties and hinder the progress of capital allocation and disbursement.
Reviewing and promptly handling weak and negative cadres who do not complete their assigned tasks in the spirit of "lack of responsibility, violations must be strictly handled - delay, insensitivity must be replaced".
Promote the role of working groups of Government members working with localities to urge and remove difficulties and obstacles in production and business, import-export, public investment, import-export, infrastructure construction, social housing, national target programs and the implementation of local government at both levels.
