On the morning of October 23, continuing the 8th Session, the National Assembly listened to the Minister of Natural Resources and Environment present a Summary Report on submitting to the National Assembly for decision on the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.
Minister of Natural Resources and Environment Do Duc Duy said that according to the provisions of the 2024 Land Law, the Government will submit to the National Assembly an adjustment to the national land use plan with the main contents including: (i) Adjusting 8 land use indicators including: Agricultural land group (including land types: rice land, special-use forest land, protective forest land, production forest land is natural forest); non-agricultural land group (including land series: national defense land, security land); (ii) not submitting to the National Assembly for approval of the national land use plan.
According to Mr. Do Duc Duy, the calculation to determine 8 land use indicators in the adjusted national land use planning this time needs to be carefully reviewed and balanced with land use indicators of sectors, fields and localities.
In particular, priority is given to allocating land for national defense and security purposes, stabilizing rice-growing land to ensure national food security, strictly managing forest land, maintaining forest cover to contribute to protecting the ecological environment, responding to climate change and achieving sustainable development goals.
Presenting the review report on this content, Mr. Vu Hong Thanh - Chairman of the Economic Committee of the National Assembly - said that the Economic Committee found that the Government's proposal to adjust the National Land Use Plan was consistent with the National Assembly's requirements, especially in the context that our country is preparing to implement a number of important national projects (High-speed railway project on the North-South axis).
Therefore, agree with the need to adjust the National Land Use Plan for the grounds and contents as stated in the Government's Submission.
The Economic Committee recommends that the Government assess the impact of policies and laws on the implementation of land use indicators; continue to review and clarify the reasons for proposing adjustments to land use planning indicators, ensuring they are close to practical needs.
In addition, it is necessary to review and update data to increase accuracy and persuasiveness, clarify the impacts of land use planning adjustment plans on urbanization and infrastructure development; carefully review local land use needs and have appropriate allocation plans.
At the same time, it is important to note that the planning process must ensure the strategic orientations of the Party and State in maintaining the area of rice fields and forest cover, paying attention to the arrangement of residential land and production land for ethnic minorities, and land to serve the response to climate change such as landslides, flooding, and land filling.
The Economic Committee agrees with the Government's proposal to express this policy in the Resolution of the 8th session of the 15th National Assembly. However, there are opinions suggesting that the Government urgently prepare adjustments to the Planning to submit to the National Assembly at the May 2025 session.
