Improving the quality of grassroots work processing
After more than 3 months of implementing the 2-level government model, Hoan Lao commune (Quang Tri province) has gradually stabilized its apparatus and gradually improved the efficiency of handling work, partly thanks to the support of provincial-level specialized officials.
In particular, the increased force from the Department of Agriculture and Environment has contributed significantly to removing many complicated procedures, helping the locality operate more smoothly.
Ms. Phan Thi Ly, an officer of the Department of Agriculture and Environment of Quang Tri, was assigned to Hoan Lao commune to provide professional support in the fields of natural resources, environment and land. From the very beginning, she focused on supporting and guiding commune officials on the process of processing documents and how to apply new regulations in granting land use right certificates, converting purposes, allocating land, signing contracts, and directly supporting the resolution of procedures with remaining problems.

"The workload at the commune level is currently very large, especially in the early stages of operating the 2-level model. I try to work while supporting and guiding so that the brothers can proactively handle it later" - Ms. Ly shared.
Mr. Nguyen Van Tu - Chairman of Hoan Lao Commune People's Committee said that since the support of the provincial-level expert team, the work progress has been significantly improved.
"The staff of the Department of Agriculture and Environment have helped the commune resolve many land and environmental records, contributing to gradually putting the commune's administrative activities in order, better meeting the needs of the people" - Mr. Tu said.

According to him, the two-level government model helps streamline the apparatus, but at the same time increases the workload at the grassroots level, requiring cadres to have solid expertise. Direct support from departments and branches helps localities improve their professional capacity, increase proactiveness in operations and service to the people.
Hundreds of issues are handled
According to Mr. Tran Quoc Tuan - Director of the Department of Agriculture and Environment of Quang Tri, the whole province currently has hundreds of professional tasks in the fields of agriculture, natural resources and environment that need to be implemented at the commune level. These are in-depth fields, requiring implementers to have an understanding of the process and be able to handle flexibly.
To support the 2-level government model, the Department has increased 48 specialized cadres to the grassroots level, and established an expert team of 18 department heads in charge of consulting and providing technical guidance to cadres in communes. The two-way coordination mechanism helps to handle arising problems more quickly, avoiding the situation of "lack of work" due to lack of expertise.
In a short time alone, 233 professional issues were resolved at the grassroots level, of which more than 80% were related to land, resources, and fields, which account for a large proportion of the activities of the commune government. In addition, young cadres from departments and branches, when directly participating in work in the commune, had the opportunity to practice and better understand the needs of the people and the characteristics of each locality.

"The two-level government can only operate effectively when the processing capacity at the grassroots level is improved. The coordination between the provincial and commune levels helps narrow the professional gap, creating connectivity in managing and serving people's lives" - Mr. Tuan emphasized.
According to him, coordinating professional human resources not only helps to handle complicated procedures in the short term but also contributes to training a team of commune cadres with a solid professional foundation. This will be an important resource in the process of administrative reform and building a streamlined and efficient government apparatus.
