Responding to the press at the regular press conference of the third quarter of 2025 of the Ministry of Culture, Sports and Tourism, Deputy Director of the Press Department Nguyen Van Hieu said that the draft Press Law (amended) submitted to the Government for approval will have 4 chapters and 50 articles (reduced by 2 chapters and 11 articles). In which, the content of 9 articles will be kept unchanged, the content of 38 articles will be amended, 3 new articles will be added, and 6 articles will be removed.
Mr. Hieu emphasized: "The content of the draft law closely follows the 4 policies approved by the Government, including: Strengthening State management of journalism; Improving the quality of journalists; Promoting the press economy and Regulating journalism activities in cyberspace".

To ensure a legal framework, the Law fully stipulates contents related to meeting the requirements of the new law making orientation.
After the new Law is issued, there will be about 5 guiding Decrees and 3 Circulars of the Ministry of Culture, Sports and Tourism accompanying them for guidance.
The Deputy Director of the Press Department said that it is expected that during the process of developing the Decree and Circular detailing the provisions, the Law will cut 20 administrative procedures, from 68 procedures to 48 administrative procedures; simplify, reduce conditions, reduce processing time and costs for compliance with administrative procedures.
The draft Law also adds a provision on the position of the press: "The press in the Socialist Republic of Vietnam is revolutionary press..." to affirm the historical and revolutionary nature of the press, aiming to build a professional, humane and modern press as set out by the 13th National Party Congress.
The draft Law stipulates the principles on model of press operations and economy, expanding press space to develop journalism in the context of streamlining the apparatus of the political system, meeting the requirements of information and propaganda in the new era.

The draft Law is expected to include 7 issues including expanding the space of press activities in cyberspace to guide and guide information; forming large and strong key agencies; promoting social resources for press development; overcoming the shortcomings and obstacles of the 2016 Press Law that have been pointed out in 4 policies proposing the development of the Law; decentralizing and delegating authority to local authorities, facilitating agencies and organizations to enforce the law; improving the effectiveness, efficiency and efficiency of state management of journalism; strengthening magazine management, reporter activities, limiting the situation of press harassment of enterprises; improving the quality of journalists.
The new draft Law will clearly identify types of press including Print Press (Prent and Print Magazine), Electronic Press (Electronic Newspaper and Electronic Magazine).... to avoid causing confusion.
The law also stipulates strict management of press activities to improve resource efficiency such as adding regulations on revoking press licenses instead of revoking the right to use temporary licenses as before; adding conditions for granting first-time press cards, opening a press training course, professional ethics of journalists...
It is expected that the draft Press Law (amended) will be considered and approved by the National Assembly at the 10th session of the 15th National Assembly.
