On the afternoon of December 13, Ha Giang Provincial Party Committee held the 28th Executive Committee Conference to summarize Resolution 18-NQ/TW of the Party Central Committee, 7th tenure.
At the conference, information was provided about the draft project to streamline the organizational structure.
Accordingly, the activities of the Party Delegations, the Party Executive Committee of the Provincial People's Court, and the Party Executive Committee of the Provincial People's Procuracy ended.
Establishing Party committees of Party agencies, unions, and judiciary at the provincial level, including: Party organizations in Party agencies and units, People's Councils, Fatherland Front, socio-political organizations, People's Procuracy, People's Court, and mass organizations assigned tasks at the provincial level by the Party and State.
Ending the activities of the Party Executive Committee of the Provincial People's Committee, the Party Committee of the Provincial Agencies and Enterprises Bloc. Establishing the Party Committee of the provincial government bloc, including: Party organizations in provincial-level state administrative agencies, public service units under the Provincial People's Committee, and a number of state-owned enterprises.
End the operation of the Provincial Cadre Health Care Board. Transfer the task of advising on policies and regimes for cadres to the Provincial Party Committee's Organization Board.
Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department.
For agencies and units under the government sector. Merge 3 management boards including: Project Management Board for Construction Investment of Civil and Industrial Works; Project Management Board for Construction Investment of Traffic Works; Project Management Board for Construction Investment of Agricultural and Rural Development Works.
Establish a new project management board using development assistance capital and preferential capital from foreign donors.
Merge Ha Giang Newspaper, Radio - Television Station and bring electronic information portal and magazines into a provincial media center.
Merge the Department of Planning and Investment and the Department of Finance; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Information and Communications and the Department of Science and Technology; the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs, and transfer the state management function of social protection, children, and prevention of social evils to the Department of Health.
Transfer the functions and tasks of religious affairs from the Department of Home Affairs and the functions and tasks of poverty reduction from the Department of Labor, Invalids and Social Affairs to the Ethnic Committee. The proposed name after the reorganization is the Department of Home Affairs and Labor.
Reorganize 13 provincial-level specialized associations, do not maintain the model of branches under the department, continue to arrange and reorganize public service units.
Speaking at the end of the conference, Acting Secretary of the Ha Giang Provincial Party Committee Nguyen Manh Dung emphasized that the task of arranging and perfecting a streamlined and effective political apparatus is a particularly important one. Party committees and organizations, first of all leaders and heads, need to be exemplary and proactive in carrying out assigned tasks.
The arrangement of cadres must be based on work results. Cadres who are arranged and assigned work must comply with the assignment, for the common development of the province.
