Highlights in the activities of People's Councils of provinces and cities
On the morning of December 9, Politburo member and National Assembly Chairman Tran Thanh Man attended and delivered a speech at the 20th Session of the 16th Hanoi People's Council.
National Assembly Chairman Tran Thanh Man said that this session of the Hanoi People's Council will be a session of new momentum, of the spirit of innovation, creating breakthroughs, promptly removing difficulties, unleashing resources, focusing on socio-economic development, ensuring national defense and security and improving the lives of the people of the capital, actively contributing to the cause of innovation and strong development of the country in the new era.
The National Assembly Chairman emphasized that in all periods of the nation's history, the Capital has always promoted the tradition of solidarity, unity, proactiveness, dynamism, creativity, determination to overcome difficulties, focused on leadership, effectively organized the implementation of the Party's guidelines and resolutions and the State's policies and laws, while closely following the practical situation, promoting patriotic emulation movements, promoting the combined strength of the entire political system, the consensus of all classes of people, joining hands and being of one mind, making important contributions to the cause of building and defending the socialist Vietnamese Fatherland.
Reviewing Hanoi's outstanding achievements, the National Assembly Chairman pointed out that Hanoi accounts for 1% of the country's area and 8.5% of the country's population, but contributes 16% of the country's GDP, 18.5% of the budget revenue, 20% of domestic revenue, and accounts for nearly 9% of the country's total import-export turnover.
In the city's overall achievements, the National Assembly Chairman acknowledged the important contribution of the City People's Council. The Hanoi People's Council continues to be a bright spot, typical in the activities of the People's Councils of provinces and cities. The quality of activities is increasingly professional, practical, effective, and efficient, from the organization of meetings, supervision activities, questioning, explaining and deciding on important issues.
Since the beginning of the term, the Hanoi People's Council has issued 296 resolutions, many of which are important and urgent, promptly and effectively removing obstacles and difficulties, clearing "bottlenecks" to promote socio-economic development. The preparation of content for submission to the People's Council session has been carefully prepared, ensuring quality, practicality and efficiency; the spirit of "innovation, substance and efficiency" from the National Assembly has spread to the People's Councils at all levels of the city.
"Typical model" of People's Councils of provinces and cities across the country
Entering 2025, the National Assembly Chairman outlined 5 key tasks that the city should focus on implementing.
Firstly, the city needs to be more drastic in restructuring the economy in conjunction with renewing the growth model; focusing on prioritizing resources to successfully implement strategic breakthroughs, removing bottlenecks and bottlenecks in institutions, infrastructure and human resources. Proactively issue mechanisms and policies to implement the Capital Law in 2025 with specific mechanisms and policies for Hanoi to develop breakthroughs, creating a driving force to lead the whole region and the whole country, including strong decentralization for the Hanoi City government.
Second, focus on implementing Party congresses at all levels towards the 14th National Party Congress, election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term to ensure quality and on schedule; resolutely prevent evasion and shirking of responsibility; encourage and protect cadres with a spirit of innovation, daring to think, daring to do, daring to take responsibility for the common good.
"In the immediate future, we must be determined to complete the summary of Resolution 18 and reorganize and perfect the political system's apparatus. This is a major policy of the Party, a Revolution in streamlining the political system's apparatus. There needs to be high unity in awareness and action throughout the entire political system. I hope that Hanoi will take the lead in the country in implementing this policy," the National Assembly Chairman emphasized.
Third is to focus on prioritizing resources, creating a stronger breakthrough in a synchronous, smart, modern, and highly connected infrastructure system...
Fourth, focus on preventing corruption, waste, and negativity; effectively resolve slow-moving projects, maximize the efficiency of land resources, turn the city's resources and potentials into driving forces and development resources, truly bringing benefits to society. Build a culture of thrift and anti-waste in agencies, organizations, and each citizen.
Fifth, the Hanoi People's Council continues to promote the spirit of innovation in its activities and must always be a "typical model" of the People's Councils of provinces and cities across the country.
