Establish 2 Party Committees according to each block of Party agencies, mass organizations, People's Council, People's Committee, and Justice: Party Committees of Party agencies, mass organizations, People's Council, and Justice of the City directly under the City Party Committee, including Party Committees (Party cells) in the advisory and support agencies of the City Party Committee (Organization Committee, Inspection Committee, Propaganda Committee, Mass Mobilization Committee, Internal Affairs Committee, City Party Committee Office), Hanoi Moi Newspaper, Le Hong Phong Cadre Training School, People's Council, Fatherland Front, socio-political organizations, People's Procuracy, People's Court, and City-level mass organizations assigned tasks by the Party and State;
The City Government Party Committee is directly under the City Party Committee, including Party Committees (Party cells) in specialized agencies, public service units under the City People's Committee, the Management Board of Industrial and Export Processing Zones, the Management Board of Hoa Lac High-Tech Park, and a number of state-owned enterprises (depending on the scale and importance of the enterprise Party Committee).
Reorganize the Hanoi Moi Newspaper on the basis of merging 3 press agencies of the city's socio-political organizations (Labor Capital Newspaper, Women Capital Newspaper and Youth Capital Newspaper) into the Hanoi Moi Newspaper.
Review all activities of steering committees towards ending their activities, keeping only those steering committees with truly necessary functions and tasks.

Merge the Department of Planning and Investment and the Department of Finance.
Merge the Department of Transport and the Department of Construction.
Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.
Merge the Department of Information and Communications and the Department of Science and Technology.
Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs; transfer the state management function of vocational education to the Department of Education and Training; transfer the state management function of social protection, children, and prevention of social evils to the Department of Health.
Transfer the Religious Committee under the Department of Home Affairs to the Ethnic Committee, establish the Ethnic - Religious Committee.
Research and propose arrangement plans for press agencies, public service units, and state-owned enterprises under the City People's Committee.
Review all activities of steering committees towards ending their activities, keeping only those steering committees with truly necessary functions and tasks.
For agencies of the City National Assembly Delegation; City People's Council and District and Town People's Councils:
The current organizational structure will continue to be maintained, with the city level including the Office of the National Assembly Delegation and the City People's Council and 4 committees, and the district level including 2 committees. The establishment of additional committees of the People's Councils at all levels according to the 2024 Capital Law will be specifically considered after stabilizing the city's organizational structure.
For Party committees, City Party Committee Office; city departments, branches and sectors; City Fatherland Front, city socio-political organizations, mass organizations assigned tasks by the Party and State.
Review, streamline, reduce internal contacts, streamline staff, improve the effectiveness and efficiency of the apparatus and the quality of the staff, civil servants and public employees.
For districts, towns and cities:
Research and propose merging and dissolving a number of committees, agencies, and steering committees of district-level Party committees; specialized agencies under the district-level People's Committees similar to those in the city.
Merge the Propaganda Department and the Mass Mobilization Department of district, county and city Party Committees.
Establish 2 party committees according to the bloc: Party committees of Party agencies, mass organizations, People's Councils, and justice at district level; Party committees of district-level government.
Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs, transfer some functions and tasks to the Department of Education and Training and the Department of Health.
Merge the Department of Natural Resources and Environment and the Department of Economics.
At the same time, it is necessary to review all activities of the steering committees in the direction of ending their activities, retaining only those steering committees with truly necessary functions and tasks.
