Thoroughly handle difficulties and obstacles related to backlog projects, land use projects in inspection, examination, supervision, judgments and violations of land law before the 2024 Land Law takes effect; complete in the third quarter of 2026 to release resources for development. Urgently handle obstacles for traffic infrastructure, digital infrastructure, cultural and social infrastructure projects; complete in the second quarter of 2026.
Deploy synchronously solutions to handle air pollution, water sources, traffic congestion, flooding and treat domestic and industrial waste in the area, basically completing in 2026.
Ensure the smooth and effective operation of the 2-level local government apparatus. Accelerate the progress of arranging, managing, and using surplus public assets and headquarters. Strengthen discipline and order in parallel with innovation, creativity, and encourage and protect cadres who dare to think and dare to do for the common good.
Urgently complete the evaluation of ward and commune-level officials to proactively arrange officials, transfer officials from departments and branches down to strengthen the commune level, and recruit additional personnel according to the Central Government's conclusions.
Decisively and effectively implement Resolution No. 57-NQ/TW of the Politburo, strongly promote science and technology, innovation and comprehensive digital transformation in all fields; accelerate the progress of building a Smart City and developing digital infrastructure and telecommunications infrastructure, striving to have the digital economy account for 22% of GRDP by the end of 2026.
Building Hanoi into a leading science and technology center, innovation center in the country, on par with the Asian region.
Protect the environment; prioritize planning green space, water surface, reduce greenhouse gas emissions, participate in the carbon market. Thoroughly treat river environmental pollution, improve inner-city air quality; soon deploy low-emission zones in inner Hanoi from the end of 2026.
Organize periodic health check-ups and free screening for people at least once a year. Expand the model of health care for the elderly. Early allocate land funds to build schools, prioritize allocating 5% of land funds for public services and unexploited land to build schools. Effectively implement social security, ethnic, and religious policies.
