On September 16, the Hanoi Party Committee's Inspection Committee held a 68th meeting to review and discipline the Party Committee of the Central Institute of Forensic Psychiatry for the 2020-2025 term (Institution Party Committee), Party organizations and related Party members.
The Hanoi Party Committee's Inspection Committee determined that the Party Committee of the Provincial Party Committee for the 2020-2025 term and a number of related Party organizations and Party members had shortcomings and violations in complying with the principles and activities of the Party, violating working regulations, and implementing democracy in the Party.
At the same time, the Party Committee of the Institute was irresponsible in leading and directing the fight against, preventing and combating degradation in political ideology, preventing and combating corruption and negativity, and in inspection and supervision.
The Hanoi Party Committee's Inspection Committee determined that the Party Committee of the Institute has loosened the management of cadres and party members, leading to a number of cadres, party members, civil servants, and public employees degraded in political ideology, ethics, lifestyle, not being exemplary and violating Party regulations, things that party members are not allowed to do, violating the law.
Therefore, the Hanoi Party Committee's inspection agency decided to take disciplinary action in the form of a warning against the Party Committee of the Provincial Party Committee for the 2020-2025 term and the Party Committee of the Provincial Party Committee for the 2020-2025 term.
The Hanoi Party Committee's Inspection Committee also decided to discipline 3 Party cells including the compulsory treatment department for men, the compulsory treatment department for women, and the appraisal department for the 2022-2025 term, with a warning.
The two Party cell committees, including the professional block department and the logistics block department for the 2022-2025 term, were disciplined with a reprimand.

6. Ms. Vu Thi Ngoc, Deputy Secretary of the Party Cell, Head Nurses, Department of Compulsory Treatment for Men.
7. Mr. Ta Trung Kien, Party Cell Secretary, Head of the Department of Compulsory Treatment for Women.
8. Mr. Nguyen Duc Hinh, Deputy Secretary of the Party Cell, Head nurse, Department of Compulsory Treatment for Women.

Previously, as Lao Dong reported, the Investigation Police Agency of Hanoi City Police issued a decision to prosecute the criminal case of Illegal possession of narcotics, Organizing illegal use of narcotics, Giving bribes, Receiving bribes, Brokerage bribes and Taking advantage of positions and powers while performing official duties at the Central Institute of Forensic Psychiatry.
The police have issued a decision to prosecute and apply preventive measures against 40 subjects, including 36 defendants who are leaders and officers of the Central Institute of Forensic Psychiatry; 2 defendants are patients undergoing compulsory mental illness treatment.
According to the police, during the mandatory treatment at the Central Institute of Forensic Psychiatry, Nguyen Thi Mai Anh (born in 1979, residing in Hanoi) and Le Van Dong (born in 1978, Mai Anh's husband, with 5 previous convictions and records) bribed the hospital's leaders and staff to be arranged a separate room, go outside and run the assessment conclusion.
Mai Anh took the lead, raised the issue, and gave bribes to the leaders of the Forensic Institute to "run" the conclusion of the psychiatric assessment for other defendants and benefited billions of dong.
