On the morning of July 10, continuing the program of the 25th Session, the Hanoi People's Council passed a Resolution promulgating the List of underground works encouraged for investment and construction in Hanoi (phase 1) (exercising Clause 3, Article 19 of the Capital Law in 2024).
According to the Resolution, the list of types of underground works encouraged for investment in construction in Hanoi includes: Works serving the development of the urban railway system, including: Underground urban railway lines, underground stations and other related underground works. Underground works connect other underground works (connecting underground urban railway stations, underground public works, underground parking lots, basement entrances of commercial, service works, hotels, restaurants, culture, sports...).
The project serves the urban transport system to solve urgent urban problems, including: Road underpass, underground road, underground parking lot. Underground technical infrastructure works provide energy, serve public lighting, telecommunications, water supply, drainage and wastewater treatment, solid waste management, public hygiene, and environmental safety. Underground public service works have the function of culture, sports, trade, and tourism development.
List of underground works encouraged for investment in construction in Hanoi city (phase 1), including: List of underground urban railway system investment projects, including: 8 routes with a total length of about 320.25km, 191 stations, including 81.2km underground and 68 underground stations.
The list of investments in the construction of road traffic tunnels, underground parking lots and underground public works includes: 85 works, including 5 underground road tunnels, 78 underground parking lots and 2 underground public works.
