On July 9, at the 25th session of the Hanoi People's Council, Vice Chairman of the Hanoi People's Committee Truong Viet Dung accepted, explained, and clarified the issues raised by the City People's Council delegates at the group discussion session.
Accordingly, many delegates raised difficulties and problems related to personnel, job positions, facilities, etc. when implementing the two-level local government model.
Regarding this issue, Vice Chairman of Hanoi People's Committee Truong Viet Dung said that the arrangement of civil servants and public employees in communes is carried out according to the principle of maintaining existing staff, allocating them in accordance with job positions and training levels.
In the immediate future, the city will ensure a stable and un disrupted organizational structure, but in the long term, it will be reviewed and rearranged in a streamlined and efficient manner.
The city will arrange and transfer cadres from redundant units to shortage units, balancing the payroll and workload according to the characteristics of the area. The city will work together to remove difficulties and instruct new communes and wards to quickly and stably operate.
The Vice Chairman of the Hanoi People's Committee also said that the arrangement of professional staff for the Commune-level Project Management Board is currently facing difficulties due to limited human resources specializing in investment and construction management.
The city has mobilized a number of civil servants with appropriate expertise to join the Commune-level Project Management Boards.
After the two-level local government model is operated stably, Hanoi will approve autonomy projects for the Commune-level Project Management Boards, ensuring the organizational and staffing model is perfected and personnel are fully recruited.
"The city is continuing to review and balance resources between Party groups, the Fatherland Front and the government to mobilize appropriately" - Mr. Truong Viet Dung said.
