In Official Dispatch No. 1876/VPCP-CN dated March 4, 2026, Deputy Prime Minister Tran Hong Ha agreed in principle to assign the Hanoi People's Committee as the managing agency to invest in implementing the investment project to build a road connecting Ring Road 4 (Hanoi) with Ring Road 5 (Ninh Binh) according to the provisions of the Law on Public Investment, the Capital Law in 2024.
The Deputy Prime Minister requested that the implementation of the above Project must ensure full compliance with the conditions on planning; compliance with the provisions of law on public investment, budget, construction, roads and relevant legal regulations to ensure quality and efficiency, and prevent waste and negativity.
Hanoi City People's Committee is responsible for allocating city budget capital to implement the project according to the provisions of the Capital Law in 2024.
Hanoi City People's Committee and Ninh Binh Provincial People's Committee are fully responsible to the inspection, examination and audit agencies for the information content and data of the project.
According to the proposal of the Hanoi People's Committee, the Project has a length of about 2.22km (of which: 1.62km in Hanoi, 0.6km in Ninh Binh province).
The road is expected to be invested with a cross-section scale of Bnền=42m; preliminary total investment of 840.155 billion VND (Group B) using the entire Hanoi City budget. Project implementation time in the period 2026-2028.
The project aims to contribute to completing regional traffic connectivity infrastructure, strengthening trade, meeting people's travel needs; expanding space, creating new development momentum; promoting potentials and strengths and serving the socio-economic development of Hanoi Capital, Ninh Binh province in particular and the Red River Delta region in general.
