On July 9, the Executive Committee of the Hanoi City Party Committee of the XVIII term (2025-2030 term) held the sixth Conference to consider and decide on important issues for the development of the Capital in the coming time.
Speaking at the conclusion of the conference, Politburo Member, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi City Tran Duc Thang emphasized some issues that the conference has achieved as follows:
First, regarding the amendment and supplementation of the working regulations of the City Party Committee Executive Committee. The Conference highly agreed on the necessity to amend, supplement and promulgate a new regulations. This is a fundamental and consistent regulation for the synchronous, effective and efficient operation of the city's political system.
Along with perfecting the regulations, the City Party Committee will continue to strongly innovate the methods of leadership, direction, and administration from the City Party Committee to directly affiliated Party organizations and heads. The city will count results weekly and monthly; assign tasks according to products; evaluate officials according to implementation results. Each Party Secretary and head is responsible for the results of implementing the goals and tasks of their locality and unit.
Each department, sector, and locality will be assigned a list of tasks to serve growth. Each key project must be assigned to a person in charge of monitoring and removing difficulties throughout the implementation process. Each bottleneck must have an agency responsible to the end.
The city will immediately implement the replacement of officials who are afraid of responsibility, lack capacity, and do not complete their tasks; at the same time, it will protect officials who dare to think, dare to do, dare to innovate for the common interests of the city. Party Committee Secretaries attending the conference need to thoroughly grasp and seriously organize the implementation of this in their Party organizations.
Second, regarding the orientation of the public investment plan for 2027. The general unified spirit is to resolutely solve and overcome the situation of spreading, fragmented, and average investment; public investment must be placed in the right role as a leading capital, pioneering capital, and activating capital so that the city can promote its advantages, resources, high-quality human resources and social capital as directed by the General Secretary and President.
Third, regarding the policy of deploying and investing in the project to build, repair and treat environmental pollution of the Nhue River according to PPP and BT contract methods, the conference agreed on the necessity of the project.
Fourth, the implementation of the Politburo's strategic resolutions and the preliminary review of 5 years of implementing Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on "Innovating the organization and operation of the Vietnam Trade Union in the new situation", the conference basically agreed with the reports of the Standing Committee of the City Party Committee on the results of implementing the Politburo's strategic resolutions.
Fifth, regarding the socio-economic situation in the first 6 months of the year, orientations and tasks for the last 6 months of 2026, with the spirit of properly assessing the substance, the City Party Committee Executive Committee agreed on the limitations and causes, mainly due to the organizational implementation process. Achieving a growth rate of only 8.22% in the first 6 months of 2026 requires a new scenario for administration in the last 6 months of the year.
The entire political system of the city continues to maximize responsibility, intelligence, bravery and aspiration to contribute, must innovate further, faster and more drastically to turn potentials into specific driving forces for development.
With a spirit of responsibility, solidarity, discipline, action and aspiration for development, the City Party Committee Executive Committee, Party committees at all levels, authorities, the Fatherland Front, socio-political organizations and the entire political system of the city will complete the socio-economic development goals in 2026 and create solid foundations for our Capital to firmly step into the next stage" - Secretary of the City Party Committee Tran Duc Thang said.
