Hanoi informs about the progress of Tu Lien bridge, plan to start construction of 4 bridges across the Red River

Hanoi - In addition to focusing on the construction of Tu Lien Bridge, the city is also planning to start construction of 4 bridges across the Red River in 2025.

On the afternoon of July 9, at the 25th Session of the 16th Hanoi People's Council, Vice Chairman of the Hanoi People's Committee Truong Viet Dung received and explained the opinions of the City People's Council delegations on the content of socio-economic development in the first 6 months of the year, tasks and solutions for the last 6 months of 2025 of the city.

According to Vice Chairman of Hanoi People's Committee Truong Viet Dung, there are opinions that the progress of Ring Road 4 and Tu Lien Bridge is still slow, flooding occurred at 10 points in the inner city, violating urban order not thoroughly. It is necessary to add urban railway line No. 1 Ngoc Hoi - Yen Vien to the underground space planning ( Urban Committee, delegate Nguyen Tien Minh - Group 1, delegate Chu Hong Minh - Group 2).

Vice Chairman of the City People's Committee Truong Viet Dung said that the disbursement progress of Ring Road 4 and Tu Lien Bridge is still slow; Ring Road 1 reached 51.4%.

According to Mr. Dung, the reason for the slow site clearance is due to land disputes (60% of cases), material prices (cement, steel) increased by 15%. Underground space planning is not yet synchronous (only 30% of underground space is planned). Heavy rain exceeding forecast (recording rainfall of 250 millimeter/day in Hoan Kiem in June 2025), the grassroots government has not yet determined to handle encroachment on the road...

Regarding the Tu Lien bridge project (from Nghi Tam intersection to Truong Sa road, 5.15km long), the city held a groundbreaking ceremony for construction on May 19, 2025. Currently, the contractor is organizing the construction of bored piles for the cable-stayed bridge.

The component projects for compensation and resettlement support have been approved by the Hanoi People's Committee. The project has updated the 2025 public investment plan to 800 billion VND, and is currently making good progress.

The City People's Council has approved the investment policy for the project connecting Tu Lien bridge from the intersection of the bridge approach road with Truong Sa road and Hanoi - Thai Nguyen Expressway (more than 5,000 billion VND). Currently, the Department of Construction is appraising the Feasibility Study Report.

Regarding the solution for the last 6 months of the year, Vice Chairman of the City People's Committee Truong Viet Dung said that he will speed up traffic projects, including striving to start the construction of Ngoc Hoi bridge on August 19, Tran Hung Dao and Van Phuc bridges are expected to start construction on September 2, and Thuong Cat bridge is on October 10.; increase the disbursement of Ring Road 4 to 50% of the plan in the fourth quarter of 2025.

Along with that, deploy a flood prevention plan for 2025, install 50 automatic pumping stations in the inner city area, and handle violations of urban order.

Regarding the addition of urban railway lines to the underground space planning list, the city will review and locally adjust zoning plans and underground space planning in the inner city area to ensure the overall urban railway development project.
