At the question-and-answer session of the 25th session of the 16th Hanoi People's Council, term 2021 - 2025 on July 9, Ms. Ho Van Nga, Head of the Hanoi People's Council's Economic and Budget Committee (Department No. 25,) questioned the Director of the Department of Finance and the leaders of the Hanoi People's Committee on the field of public asset management.
According to Ms. Nga, there are currently 13,000m2 of the first floor of the resettlement house that can be bid for business, creating revenue for the budget. However, in reality, it is abandoned. According to the units assigned to manage, the problem is that these units have not yet handed over their assets.
Ms. Nga asked the leaders of the Department of Finance and the City People's Committee to clarify why the units have not been handed over yet? Where is the problem?
Responding to delegate Ho Van Nga's questioning about difficulties in managing and handing over public assets as the first floor of resettlement houses, Director of Hanoi Department of Finance Nguyen Xuan Luu said that the city currently has 13,000m2 of the first floor of 108 resettlement buildings, which are not for living, but for business activities; this house area is assigned to Hanoi Housing Management and Development Company Limited for management and exploitation.
The Director of the Department of Finance said that in 2022 and 2024, 10,000/13,000m2 was put up for auction, but only 1,000m2 was successfully auctioned.
In January 2025, the City People's Committee directed to continue building prices to organize further auctions of the remaining areas. However, Mr. Nguyen Xuan Luu said that the auction organization process was difficult, so the unit will report to the City People's Council to designate the assignment to form a business chain.
Clarifying this issue, Vice Chairman of Hanoi People's Committee Truong Viet Dung said that Decree No. 108/2024/ND-CP of the Government allows Hanoi to complete the assignment of management and business functions to local housing organizations for management and exploitation within 2 years, meaning that by November 2026, the city must complete.
The implementation progress is under control and the progress is being accelerated, said Vice Chairman of Hanoi People's Committee Truong Viet Dung.
