On the afternoon of July 9, the Hanoi People's Council passed a Resolution regulating the content and level of support for voluntary social insurance (SI) and health insurance (HI) contributions for social policy beneficiaries in the capital.
The Resolution demonstrates Hanoi's strong commitment to ensuring social security, especially concretizing the spirit of the Capital Law 2024 and related legal regulations.
This Resolution will apply to those who are permanent residents of Hanoi and need support to pay voluntary social insurance and health insurance.
The list of policy beneficiaries has been significantly expanded, including: Poor, near-poor households, households escaping poverty, near-poor households according to the city's multidimensional standards;
Elderly people from 70 years old to under 75 years old who do not have a health insurance card and are not subject to compulsory health insurance;
People with mild disabilities (except children under 16 years old) do not have a health insurance card. Ethnic minorities who do not have a health insurance card and are not subject to compulsory health insurance;
Students in difficult circumstances from agricultural, forestry and fishery households with an average standard of living, studying at educational institutions in Hanoi;
People from households working in agriculture, forestry and fishery have an average standard of living according to the city's standards;
Voluntary social insurance participants are not required and meet Government regulations.
The Resolution sets out specific support levels, significantly supplementing the current support policies of the State. Specifically, regarding voluntary social insurance, the city will support an additional 50% of the contribution level for people in poor households according to the regulations of the Government and the Prime Minister; support an additional 60% of the contribution level for people in near-poor households; support an additional 10% of the contribution level for some other subjects according to regulations.
This support level is calculated based on the monthly voluntary social insurance contribution level according to the rural poor household standard and will be adjusted when the Government has changes in policies.
Regarding health insurance, the city supports 100% of the health insurance contribution for household members recognized as having escaped poverty while also escaping near-poorness or near-poorness. The support period is up to 36 months.
The city also supports 100% of the payment level for the elderly from 70 to under 75 years old and people with mild disabilities (excluding children under 16 years old) who do not have a health insurance card, ethnic minorities who do not have a health insurance card. In particular, ethnic minorities in communes and villages with special difficulties that were previously not on the list will be supported with an additional 30% of the health insurance contribution rate.
In addition, the city also supports an additional 70% of the health insurance contribution for students in difficult circumstances from agricultural, forestry and fishery households with average living standards; supports an additional 30% of the health insurance contribution for people from agricultural, forestry and fishery households with average living standards.
The budget for implementing the resolution will be taken from the state budget according to decentralization.
The issuance of this resolution is expected to contribute to improving the quality of life, ensuring social insurance and health insurance benefits for thousands of policy beneficiaries in the capital, clearly demonstrating the city's comprehensive social security policies.
