On January 2, Vinh City Party Committee, Nghe An province held a ceremony to hand over early retirement decisions according to Decree No. 29/2023 on streamlining staff.
At the event, Mr. Nguyen Van Lu - Deputy Secretary of Vinh City Party Committee presented the decision on early retirement and social insurance benefits to Mr. Pham Trung Thanh, an expert of the City Party Committee Office, and Mr. Le Duc Tho, an expert of the City Party Committee's Mass Mobilization Committee, who are eligible for early retirement according to Decree No. 29/2023 to enjoy social insurance benefits from January 1, 2025.
Previously, the two experts had proactively applied for early retirement to facilitate the arrangement of the apparatus and the preparation for the Party Congresses at all levels in Vinh City. Mr. Pham Trung Thanh retired 5 years early, and Mr. Le Duc Tho retired 27 months early.
Vinh City is a pioneer in implementing the restructuring and streamlining of the apparatus according to the policy of Resolution No. 18 of the 12th Party Central Committee.
Previously, on December 31, 2024, Vinh city held a ceremony to announce the establishment of Vinh city (new), Vinh city Party Committee (new) and the decision of the Provincial Party Standing Committee on personnel work.
Vinh City (new) was established under Resolution No. 1243 dated October 24, 2024 of the National Assembly Standing Committee. Accordingly, the entire natural area and population of Cua Lo town and the entire natural area and population of the four communes of Nghi Xuan, Phuc Tho, Nghi Thai and Nghi Phong of Nghi Loc district were merged into Vinh City. After the arrangement, Vinh City (new) has a natural area of 166.22 km2 and a population of 580,669 people.
Nghe An Provincial Party Committee has decided to establish the Vinh City Party Committee (new), appointing Mr. Phan Duc Dong - Member of the Provincial Party Committee Standing Committee - Secretary of Vinh City Party Committee to hold the position of Secretary of Vinh City Party Committee (new).
