The Organizing Committee of Hai Duong Provincial Party Committee has just announced the opinion of the Standing Committee of the Provincial Party Committee and requested the Standing Committees of District Party Committees, Town Party Committees, City Party Committees; Party Committees directly under the Provincial Party Committee; leaders of departments, branches and sectors to strictly implement the policy on personnel work to reorganize the apparatus of agencies, units and localities in the political system of the province.
Accordingly, the Standing Committee of Hai Duong Provincial Party Committee requested to stop perfecting and supplementing the executive committee, standing committee of the Party committee at the district level for the 2020-2025 term. Stop accepting, appointing, recommending candidates for higher positions or approving the perfecting of leadership and management positions of agencies and units that are expected to be rearranged and streamlined.
In case it is really necessary to accept, appoint, or recommend candidates for higher positions, it is necessary to seek the opinion of the Party Committee, the immediate superior agency or unit before doing so.
For agencies and units that are not subject to reorganization or streamlining, if there is a need to receive, appoint, or recommend candidates for higher positions or to propose the consolidation of leadership and management positions, the Party Committee and the collective of agencies and units need to closely and thoroughly review the structure, quantity, personnel, and requirements for performing tasks; consider and review the overall and comprehensive situation of the staff, specific task requirements, and report to the Standing Committee of the Provincial Party Committee (through the Provincial Party Committee's Organization Committee) for consideration and comments (for positions belonging to the Party, Fatherland Front, and socio-political organizations) or report to the Provincial People's Committee (through the Department of Home Affairs) for consideration (for positions belonging to the state sector, except for positions under the management of the Standing Committee of the Provincial Party Committee) before implementing and taking responsibility for their decisions.
