Hai Duong does not meet the criteria for establishing the Department of Ethnic Minorities and Religions

According to Decree 45/2025/ND-CP issued on February 28, 2025 of the Government, regulating the organization of specialized agencies under People's Committees at all levels, Departments of Ethnic Minorities and Religions to advise and assist the Provincial People's Committees in performing the function of state management of ethnic groups, beliefs and religions.

The Department of Ethnic Minorities and Religions was established when meeting the following criteria: At least 20,000 ethnic minorities living in villages and hamlets; at least 5,000 ethnic minorities needing state support and assistance in development; there are ethnic minorities living in areas at risk of security and defense; inter-cropping, border-crossing or border areas with a large number of ethnic minorities in our country and neighboring countries regularly passing through.

For localities that do not organize a separate Department of Ethnic Minorities and Religions, the functions and tasks will be transferred to the Department of Home Affairs.

Hai Duong province did not establish the Department of Ethnic Minorities and Religions because it did not ensure the criteria.Hai Duong province transferred the functions and tasks of state management of ethnic groups from the Office of the Hai Duong Provincial People's Committee to the Department of Home Affairs, together with the Department's existing Department of Religion and Ethnic Minorities to establish the Department of Religion and Ethnic Minorities under the Department of Home Affairs of Hai Duong province.
