Hai Phong City currently has 167 communes, wards and towns. Compared with the standards of administrative units according to the regulations of the National Assembly Standing Committee, 40/167 units met both the standards on natural area and population size; 18 units met 1 standard on natural area; 63 units met 1 standard on population size and 46 units did not meet both of the above standards.
According to the provisions of Clause 2 of Resolution No. 76/2025/UBTVQH15 "The arrangement of commune-level administrative units is carried out for administrative units with natural areas or population size that do not meet the standards of the corresponding administrative unit". Thus, Hai Phong has 127/167 commune-level administrative units (accounting for 76%) that do not meet both standards on natural area and population size subject to arrangement in 2025.
Hai Phong City arranges 167 communal administrative units to establish 50 grassroots units (including 24 wards, 24 communes and 2 special zones), reducing 117 communal administrative units (70.05% of the city's current administrative units). In particular, all 50/50 new base units (including 2 special zones) ensure the principle of arrangement in accordance with the Central Government (39 grassroots units meet both standards of natural area and population size; 11 grassroots units are formed from 3 commune administrative units or higher).
After the merger, 2 new wards were established from Hong Bang district, now Hong Bang 1 ward, Hong Bang 2; 2 wards were established from Ngo Quyen district, now Ngo Quyen and Gia Vien wards.
2 administrative units established from Le Chan district are currently Le Chan and An Bien wards; Hai An district will become 2 wards of Hai An 1, Hai An 2; Kien An district will become Kien An 1 and Kien An 2 wards; Do Son district will become 2 wards of Do Son 1 and Do Son; Duong Kinh district will become 2 wards of Duong Kinh 1, Duong Kinh 2.
3 wards established from An Duong district now include An Duong 1, An Duong 2, An Duong 3. Thuy Nguyen City will become 8 administrative units, namely Thuy Nguyen 1, Thuy Nguyen 2, Nguyen Nguyen 3, Thuy Nguyen 4, Thuy Nguyen 5, Thuy Nguyen 6, Thuy Nguyen 7, Thuy Nguyen commune 8.
An Lao district will set up 5 communes including An Lao 1, An Lao 2, An Lao 3, An Lao 4, An Lao 5. Kien Thuy district becomes 5 communes to take the name of Kien Thuy 1 commune, Kien Thuy 2, Kien Thuy 3, Kien Thuy 4, Kien Thuy 5. Tien Lang district is 6 communes of Tien Lang 1, Tien Lang 2, Tien Lang 3, Tien Lang 4, Tien Lang 5, Tien Lang 6. Bao 6, Vinh Bao 7.
Hai Phong City established Cat Hai Special Zone on the basis of changing the status quo of Cat Hai district, headquartered in the current Cat Hai district; Bach Long Vi Special Zone on the basis of changing the status quo of Bach Long Vi district, headquartered in the current Bach Long Vi district.
After the arrangement, the city transferred 100% of the existing district payroll to arrange the commune -level payroll, of which the leadership and manager of the district -level political system were now arranged as the core at new communal units; It is possible to strengthen cadres, civil servants and public employees at the city's departments, agencies and branches to the commune level. It is expected that the average payroll of each commune level is about 32 payrolls (excluding the Party and mass organizations).
