The Executive Committee of Hai Phong City Party Committee has just issued Resolution No. 05-NQ/TU on building and implementing a number of socialist (CNXH) models associated with socialist (XHCH) people in the city in the period 2026 - 2030 and the following years.

To achieve the above goals, the city focuses on implementing 11 key models, including: "Friendly government"; "City of supremacy and compliance with the law"; "Civilized city; happy communes and wards"; "City of innovation"; "Eco-industrial cluster"; "Socialist housing in Hai Phong"; "Socialist housing in Hai Phong: Fair, humane, united"; "Music city"; "Environmentally friendly service business establishments, not using single-use plastic products at tourist destinations"; "City for comprehensive and comprehensive health care"; "Socialist schools"; "Socialist Youth Union branches associated with socialist youth union members".
The Standing Committee of the City Party Committee requested the City People's Committee Party Committee to preside over and coordinate with the City Vietnam Fatherland Front Party Committee to lead and direct departments, agencies, branches, and affiliated units to develop Action Programs to implement the Resolution; develop, approve and organize the implementation of projects to concretize 11 models in the Resolution; allocate budget to implement models; report to the City People's Council to issue specific mechanisms and policies for implementation.
The Party Committee of the City People's Council directs the review, development, promulgation, completion, and supervision of the implementation of mechanisms, policies, and allocation of resources related to the implementation of resolutions, projects, and models; strengthening supervision of the implementation of the Party's guidelines, policies, and laws of the state and the city on building a socialist model associated with the socialist people of the city.
The Vietnam Fatherland Front and socio-political organizations of the city strengthen propaganda and mobilization; promote the role of workers, farmers, intellectuals, entrepreneurs, youth, women, veterans, former people's police officers, the elderly; dignitaries, officials, monks, followers of religions, Hai Phong residents and foreigners participating in building and developing Hai Phong city; implement supervision and social criticism in the process of implementing Resolutions, Projects and related guidelines, mechanisms and policies.
Party committees of communes, wards, special zones; Party committees directly under the City Party Committee organize the dissemination, implementation, and promulgation of plans and action programs to implement Resolutions, Projects, and models of the city; supplement models according to the specific characteristics of communes, wards, special zones and their levels to organize implementation associated with the implementation of the Party Congress Resolution, the City Party Congress Resolution and the local and unit Party Congress Resolution.
