The 29th session (regular session in mid-2025) is scheduled to take place over 2 days, July 24 and 25, at the City Convention Center. At the meeting, delegates will review and give opinions on the following contents: Socio-economic development plan for 2025 and tasks and solutions for the last 6 months of 2025 of the city after the arrangement; regulations on decentralization of revenue sources, expenditure tasks and the percentage (%) of revenue divided between the budgets of local authorities at all levels of Hai Phong city; amend and supplement regulations on principles, criteria and norms for allocating regular expenditure estimates and public investment capital of local budget in 2025 after the arrangement of administrative units at all levels and implementing local government at 2 levels.
The City People's Council considers adjusting and supplementing the Medium-term Public Investment Plan for the period 2021 - 2025 after the arrangement; giving opinions on the City Medium-term Public Investment Plan for the period 2026; regulating the fee regime, conference spending regime using local budgets; regulating the authority to decide on the procurement of goods, services and investment, procurement of activities applying information technology.
Delegates will also consider the list of land plots to be bid to select investors to implement investment projects using land in the city in 2025; regulations on spending levels for industrial promotion activities in the city; state budget revenue estimates in the area; collection, expenditure of local budgets and allocation of local budgets in 2025 after the arrangement; staffing, number of employees, labor contracts in agencies and units assigned by the Party and State under Hai Phong city in 2025. The session will also spend time questioning and answering questions and some other important contents according to the law.
