On August 14, Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau - Head of the Steering Committee for building inter-level boarding schools in land border communes chaired a meeting to listen to reports and give opinions on the construction progress; at the same time, inspect the preparation for inauguration, opening and putting phase 1 schools into official operation from the new school year 2026-2027.
According to the Government Office, in just a short time since the start of construction in 2025, 108 phase 1 projects have been implemented simultaneously. To date, 51/99 schools using central budgets have achieved an completion rate of 80% or more.
For 9 schools using other capital sources, Si Pa Phin school (Dien Bien) completed handover from January 2026, Phong Tho school (Lai Chau) reached 98%.
However, the time from now until the completion milestone on August 30, 2026 is only 16 days, while the amount of backlog is still large, there are still problems and the risk of delays in some projects.
Speaking, the Deputy Prime Minister assigned the Ministry of Education and Training and localities to be fully responsible to the Politburo, the Government, and the Prime Minister for ensuring the correct progress, quality, and operating conditions of schools.
Government leaders requested to complete the construction of schools that have started phase 1 before August 30, 2026.
Also according to the Deputy Prime Minister, it is necessary to proactively organize working groups to work with localities that are behind schedule in building and preparing for the new school year to urge progress and provide timely guidance and direction; proactively grasp public opinion and press reflections on inadequacies in some localities when organizing inter-level boarding schools to review and immediately adjust boarding enrollment guidelines if there are inadequacies.
Provincial and city Party secretaries directly lead; Chairmen of People's Committees of provinces and cities directly direct and are responsible for the results in the area. The Standing Committees of provincial and city Party committees, based on the results of the construction and operation of schools in border communes (phase 1), promptly commend and reward agencies, units, and individuals who perform well.
At the same time, review, clarify and handle according to the authority and responsibility of agencies, units, and individuals who have not completed the assigned tasks; report to competent authorities on issues beyond their authority.
For the group of 51 schools that have reached over 80% and 4 schools that do not use central capital and have almost completed the targets of phase 1, the Deputy Prime Minister requested provinces to absolutely not be subjective; continue to complete the final details, ensuring completion before August 25, 2026.
For the group of 47 schools reaching from 50% to less than 80% and projects behind schedule, provinces and cities must direct contractors to maximize manpower and machinery, organize continuous construction to compensate for progress; transfer workers from other projects to construct 24/7, overcome difficulties, ensure completion of the set progress, and promptly start the new school year.
For phase 2 schools, the Deputy Prime Minister requested 16 provinces that have been allocated central budget capital in 2026 to urgently complete investment preparation procedures, project approval, and site clearance to start construction simultaneously in the fourth quarter of 2026.
The Ministry of National Defense and the Ministry of Public Security directed the armed forces stationed in the area to actively support labor, working days, machinery and equipment to help localities accelerate the progress of project implementation.
