Localities are planning to arrange and merge schools before the 2026-2027 school year to streamline the apparatus and improve management efficiency.

In Official Dispatch No. 814/TTg-TCCV dated July 20, the Prime Minister requested localities to focus on reviewing and implementing the arrangement of public preschool, general, continuing education, and vocational education institutions in the area in the direction of: each commune-level administrative unit must ensure at least 1 preschool education institution, 1 general education institution providing enough primary and secondary school (THCS) levels, ensuring flexibility, according to a roadmap, in accordance with the actual situation of the locality to achieve the goal of reducing at least 30% of focal points.

For places with favorable conditions, reduce about 50% of focal points compared to July 1, 2025, complete before August 30, 2026.

In Hanoi, the city is implementing a plan to arrange nearly 3,000 schools according to the direction.

According to the plan to rearrange and reorganize public preschools, primary schools, secondary schools, high schools and specialized schools in the city, Hanoi will maintain the existing number of 124 public high schools, and at the same time continue to review and invest in facilities for schools to increase the number of classes/schools, meeting the learning needs of students in each area in the coming years.

Hanoi will temporarily suspend the opening of new kindergartens, primary schools and secondary schools. Projects that have been approved or are being implemented will continue to be implemented to supplement facilities and classrooms for main schools and branches after arrangement.

In Khanh Hoa province, the locality strives to reduce about 30% of existing public educational institutions compared to July 1, 2025.

It is expected that the arrangement will form large-scale educational institutions according to two models.

The first model is a large-scale one-level school consisting of a main school and branches, school sites.

The second model is a large-scale multi-level general education school, which can operate at one or more locations, also including a main school and branches, school sites with similar organizational structures to improve management efficiency and quality of education.

In Ca Mau, according to the expected plan, the Department of Education and Training (GDĐT) of the province will arrange 15 directly affiliated educational institutions through merger and reorganization; and at the same time maintain the status quo for the remaining 12 units.

In the group of general schools, many high schools are expected to be organized according to the inter-level model after merging with secondary schools in the same area.

Localities must complete the plan, send it to the Department for synthesis, and submit it to the Provincial People's Committee for consideration before the opening of the 2026-2027 school year.

In Thanh Hoa province, to have a basis for completing the project and submitting it to competent authorities for approval, communes and wards need to study the draft content, make a list of expected educational institutions subject to arrangement and send comments.

The arrangement must simultaneously ensure many criteria, including the criterion of reducing at least 30% of the existing public preschool and general education institutions under the management authority of the commune-level People's Committee.

Kindergartens, primary schools, secondary schools or public primary and secondary schools under the management authority of the commune-level People's Committee must ensure the scale of classes from the minimum level or higher according to the regulations of the Ministry of Education and Training.

Kindergartens must have a scale of 9 groups or classes or more; schools in difficult areas have a scale of 5 groups or classes or more.

Primary schools must have a scale of 10 or more classes; schools in difficult areas must have a scale of 5 or more classes. Secondary schools or primary and secondary schools must have a scale of 8 or more classes.

Ho Chi Minh City sets a target to reduce at least 30% of public educational institutions compared to July 1, 2025.

As of July 1, 2025, Ho Chi Minh City has 2,188 public educational institutions. With this scale, the 10% reduction plan corresponds to reducing at least 219 focal points; the target is to reduce by at least 30% corresponding to reducing at least 657 focal points, and no more than 1,531 focal points.

The Ho Chi Minh City Department of Education and Training proposed arranging the network of schools and classes in a cautious direction, with a roadmap, scoring first, replicating later and having time to assess the impact.
