On September 8, at the Party Central Committee Headquarters, under the chairmanship of General Secretary To Lam, the Politburo worked with the Standing Committee of the Central Public Security Party Committee to give opinions on the draft documents and personnel plan to submit to the 8th Central Public Security Party Congress, term 2025 - 2030.
The conference was attended by representatives of leaders of the Central Party Committees, the Central Party Office; the Central Military Commission; the 14th National Party Congress Documents Subcommittee; the National Assembly's Committee on National Defense, Security and Foreign Affairs; Party Committees of the Ministries of Foreign Affairs and Finance.
At the working session, after listening to the Standing Committee of the Central Public Security Party Committee report on the preparation for the 8th Central Public Security Party Congress, term 2025 - 2030, the Politburo acknowledged the active, proactive, thorough and serious preparation of the Central Public Security Party Committee and assessed the content of the draft documents and personnel plans of the 8th Central Public Security Party Congress with a strict and scientific basic layout, closely following the requirements of Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party and Instruction No. 32-HD/TBVK, dated June 11, 2025 of the 14th National Party Congress Subcommittee. Specifically:
1. The political report was prepared meticulously, objectively, comprehensively, scientifically, and comprehensively, in line with the situation and results of implementing the Resolution of the past term, clearly identifying the advantages, shortcomings, limitations, and causes of limitations and lessons learned; clearly identifying the directions, goals, and 3 groups of targets on professional work, security and digital transformation, logistics, force building and foreign affairs; 8 key tasks and 3 strategic breakthroughs of the Central Public Security Party Committee for the 2025-2030 term, ensuring inheritance and innovation to improve leadership capacity and fighting strength of grassroots party organizations; comprehensive innovation of public security work; maintaining national security, building order, order, order, safety, health, contributing to the country entering a new era, contributing to international peace and security.
2. The report reviewing the leadership and direction of the 7th Central Public Security Party Committee, term 2020 - 2025, has seriously reviewed the leadership and direction in all aspects of work, frankly assessed the advantages, limitations, shortcomings and causes of limitations and shortcomings; had a general assessment and proposed directions including 4 measures close to reality, with high feasibility to overcome limitations and shortcomings in the coming term.
3. The draft Resolution of the 8th Central Public Security Party Congress, term 2025 - 2030, closely assessed the situation and results of the 2020 - 2025 term and the direction, goals, tasks, solutions and strategic breakthroughs in the 2025 - 2030 term; fully reflected the main contents of the Political Report, which is a very important basis for completing the Action Program, developing a plan to organize implementation in the next term.
4. The draft Action Program of the Central Public Security Party Committee to implement the Resolution of the 8th Central Public Security Party Congress, term 2025 - 2030 clearly stated the purpose, requirements, concretization of 8 key tasks of the Central Public Security Party Committee for the term 2025 - 2030 and strictly organized the successful implementation of the Resolution of the 8th Central Public Security Party Congress, term 2025 - 2030.
The Politburo agreed with the plan to organize the 8th Central Public Security Party Congress as determined by the Standing Committee of the Central Public Security Party Committee.
Based on the conclusion of the Conference, it is recommended that the Standing Committee of the Central Public Security Party Committee receive comments to complete the content of the documents and personnel work of the Congress; lead and direct all preparations well; organize the 8th Central Public Security Party Congress successfully, truly exemplary and typical.
