On the afternoon of September 4, 2025, at the Party Central Committee Headquarters, Working Group No. 3 and No. 4 of the Politburo worked with representatives of the Standing Committees of the Provincial Party Committee and the City Party Committee: Lai Chau, Ha Tinh, Can Tho to give opinions on draft documents and personnel plans for the Party Committee to submit to the Provincial and Municipal Party Congresses for the 2025 - 2030 term.
Working Group No. 3 was chaired by Politburo member and National Assembly Chairman Tran Thanh Man, and was attended by Politburo members: Secretary of the Party Central Committee, Head of the Central Organizing Committee Le Minh Hung; Secretary of the Hanoi Party Committee Bui Thi Minh Hoai. Also attending was General Trinh Van Quyet - Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army.
Working Group No. 4 is chaired by Politburo member and Standing member of the Secretariat Tran Cam Tu. Also attending the meeting were Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh; Secretary of the Party Central Committee, Acting Minister of Foreign Affairs Le Hoai Trung.
At the working session, the Working Groups listened to and gave opinions on the draft main documents submitted to the Provincial and Municipal Party Congresses for the 2025-2030 term, including the Political Report, the Report on reviewing the leadership and direction of the Provincial and Municipal Party Executive Committee for the 2020-2025 term, the Personnel Project for the Party Committee for the 2025-2030 term and the draft Resolution of the Congress.
Speeches by Politburo members, the Secretariat and delegates attending the meeting basically agreed with the draft documents of Lai Chau Provincial Party Committee, Ha Tinh Provincial Party Committee and Can Tho City Party Committee.
In general, the draft documents of the provincial and municipal Party Committees fully assessed the results achieved in the past 5 years, frankly pointing out limitations, causes and lessons learned; identifying directions, goals, tasks and solutions for the 2025 - 2030 period, expressing the spirit of political determination, development vision, basically grasping and concretizing the major policies and orientations in the draft documents of the 14th National Party Congress and the resolutions recently issued by the Central Committee and the Politburo. It is recommended that the 3 provincial and municipal Party Committees need to clarify the outstanding results, limitations, and supplement to clearly identify the potential and strengths of each locality. The opinions expressed have supplemented strategic vision orientation and set requirements for each locality in the new period.
Concluding the working session with Lai Chau province, National Assembly Chairman Tran Thanh Man suggested that the Party Committee continue to promote the strength of great solidarity, self-reliance and self-reliance; promote innovation and digital transformation; mobilize all resources to strive to build Lai Chau "fast, green and sustainable development". For the Can Tho City Party Committee, National Assembly Chairman Tran Thanh Man emphasized the vision and hope that Can Tho will soon become "the driving center of the Mekong Delta, a development pole of the country" in the period of 2025 - 2030.
Concluding the working session with Ha Tinh province, Standing member of the Secretariat Tran Cam Tu suggested that the Party Committee continue to promote the glorious revolutionary tradition, unique cultural values and aspirations of Ha Tinh people; strengthen solidarity, join hands, be unanimous, seize opportunities and fortunes, promote innovation and digital transformation, create new momentum, and be determined to build Ha Tinh to develop rapidly and sustainably.
The Working Groups requested Lai Chau Provincial Party Committee, Ha Tinh Provincial Party Committee, Can Tho City Party Committee to study and absorb the opinions of Politburo members, the Secretariat and comments from central departments, ministries and branches to complete the documents to submit to the Congress. Focus on researching, discussing, and contributing opinions on draft documents of the 13th Party Central Committee submitted to the 14th National Party Congress; promote the good implementation of propaganda work before, during and after the Congress, and prepare well the conditions for successfully organizing the Congress.
