This is a requirement stated in Conclusion No. 186-KL/TW of the Politburo and the Secretariat on the situation and results of the operation of the political system and local government at both levels.
Accordingly, Conclusion No. 186-KL/TW clearly states the requirement for the Government Party Committee to direct:
The Ministry of Justice will soon issue unified regulations on the level of online public services in the field of certification; upgrade the civil status software system, ensure connectivity with the administrative procedure systems of provinces and cities; overcome information unsynchronization errors between the Civil status Management Information System and the Administrative Procedures Information System to promptly resolve the need for people to carry out administrative procedures related to civil status.
The Ministry of Finance urgently implements the sharing, connection, and synchronous integration of data between the Business Household Registration System in the electronic environment and the National Database System on Business Registration with the Information System for handling administrative procedures of provinces and cities; continue to closely coordinate with provinces and cities to guide training for grassroots cadres on contents related to the task of managing socio-economic development.
The Government Office guides the standardization and unification of the scope of announcement of internal administrative procedures according to the authority of the provincial level. Urge ministries and ministerial-level agencies to promptly announce and update in the National Database for newly issued, amended, supplemented or abolished administrative procedures as a basis for localities to publicly announce administrative procedures under their authority in the area.
The Ministry of Public Security issued specific and unified guidance documents on the order and procedures for decentralizing the exploitation of the National Population Database to officers at the departments receiving and returning administrative procedure results, to ensure that the exploitation is carried out promptly, in accordance with regulations and effectively, contributing to improving the quality of service for people and organizations in the electronic environment.
The Ministry of Education and Training and the Ministry of Health review circulars guiding the staffing norms for the education and health sectors and fields, ensuring compliance with the policies and conclusions of the Politburo and report to the Central Steering Committee (through the Central Organizing Committee) before promulgating them according to their authority; continue to closely coordinate with provinces and cities to guide contents related to the education and health sectors.
