On July 31, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung chaired a meeting on the establishment of the High-Tech Park of Hung Yen province.
Hung Yen High-Tech Park is expected to be located in Hoan Long and Viet Yen communes, with a research scale of 496.1 ha. The expected location is about 20 km from the center of Hanoi Capital, adjacent to the Hanoi - Hai Phong expressway, Ring Road 4, Ring Road 3.5; fast and convenient connection to airports (Noi Bai, Cat Bi, Gia Binh) and Lach Huyen International Port.
This location allows Hung Yen High-Tech Park to directly attract high-quality human resources and knowledge from Hanoi, while connecting the production and logistics supply chain of the entire Northern Key Economic Region (Bac Ninh, Hai Phong, Quang Ninh, Phu Tho, Ninh Binh).
Hung Yen province identifies 5 core development pillars of the High-Tech Park, including: Smart manufacturing: Applying AI, IoT, robots and real-time data; trial production and scale expansion; green technology center; commercialization associated with e-commerce and technology logistics.
According to Deputy Chairman of the Government Office Tran Anh Tien, currently, the Ministry of Science and Technology has submitted a report on the establishment and promulgation of operating regulations of Hung Yen High-Tech Park. Regarding procedures, the Ministry of Science and Technology has consulted with relevant ministries and agencies and has also fully absorbed and explained.
After listening to the opinions of ministries and agencies, concluding the meeting, Deputy Prime Minister Ho Quoc Dung basically agreed with the policy of establishing the Hung Yen High-Tech Park, and emphasized that the completion of dossiers and procedures needs to be carried out strictly and in accordance with legal regulations to ensure effectiveness and efficiency in the implementation process.
Based on the opinions of the Ministry of Science and Technology and relevant ministries, the Deputy Prime Minister agreed that the authority to sign decisions on promulgation belongs to the Prime Minister to ensure a complete, unified and tight legal basis.
The establishment decision will also stipulate the authorization of the Chairman of Hung Yen Provincial People's Committee to issue operating regulations for the High-Tech Park, creating conditions for localities to proactively organize implementation according to their authority.
The Deputy Prime Minister assigned the Ministry of Science and Technology to preside over and closely coordinate with relevant ministries and the Hung Yen Provincial People's Committee to urgently complete the draft decision to establish the Hung Yen High-Tech Park, which clearly stipulates the contents of establishing the High-Tech Park and the assignment of authority to issue operating regulations to the Provincial People's Committee.
Emphasizing the requirement for progress, the Deputy Prime Minister requested relevant agencies to focus on completing the entire dossier, ensuring quality, in accordance with legal regulations and submitting it to the Prime Minister for consideration and signing before August 5, creating a basis for localities to soon implement the next steps in building and developing the Hung Yen High-Tech Park, contributing to realizing the goal of developing high-tech industries, innovation and attracting high-quality investment.
