Can Tho proposes piloting the conversion of rice land use purposes to implement the project

Can Tho is facing some obstacles in applying legal regulations, making it impossible to implement projects that have been identified in the plan.

On the morning of July 31, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung chaired a meeting to remove difficulties and obstacles of Can Tho city regarding the conversion of land use purposes for rice cultivation of some projects in the area.

According to Standing Vice Chairman of Can Tho City People's Committee Le Cong Ly, the contents the City reported on Phong Dien Eco-tourism Urban Area and the golf course project combined with resort tourism and sports all stem from practical requirements in the local development process.

The projects aim to effectively exploit land resources, attract investment, promote economic growth, and at the same time ensure compliance with legal regulations, manage and use land economically and effectively.

For the Mekong Resort Tourism Urban Area project, this is a key and dynamic project of the city, which has been approved for the 1/2,000 scale zoning plan and is implementing investment procedures according to regulations.

Previously, the City had proposed a special mechanism related to the authority to approve investment policies; currently, the dossier is being considered by ministries and sectors according to regulations.

Can Tho City does not propose any additional special mechanisms for the project, and at the same time proposes that ministries and sectors continue to coordinate and accelerate the appraisal progress so that the dossier can be submitted to the Prime Minister for consideration and decision soon.

For the golf course project combined with resort tourism and sports, according to the City Planning Adjustment for the period 2021-2030, vision to 2050 approved, Can Tho orients the development of a number of golf course projects associated with cultural, sports, tourism and service infrastructure, thereby creating high-quality tourism products, attracting strategic investors and forming new growth poles.

In the process of implementation, the City is facing some obstacles in applying legal regulations, causing projects that have been identified in the plan to not be able to be implemented in practice. The City proposes to study and create conditions to remove obstacles through a pilot mechanism for converting the land use purpose of rice land to implement appropriate projects.

According to leaders of Can Tho city, this proposal does not affect the goal of ensuring national food security, but at the same time contributes to removing difficulties in attracting investment, effectively exploiting land resources, developing tourism and services, and creating more growth momentum for the locality.

Concluding the meeting, Deputy Prime Minister Ho Quoc Dung emphasized that central ministries and sectors need to continue to accompany and closely coordinate with localities, promptly remove obstacles, and create conditions to promote socio-economic development.

In the immediate future, it is necessary to focus on definitively handling stalled projects, thereby creating new growth momentum for the locality and the entire region.

Regarding the Phong Dien Eco-tourism Urban Area Project, the Deputy Prime Minister said that the project is in the appraisal process. The Deputy Prime Minister assigned the Government Office to notify relevant ministries and sectors, urgently complete the appraisal report, and send opinions for the Ministry of Finance to summarize.

Removing and unblocking the project will create positive changes for the development of tourism and services in Can Tho. Therefore, the Ministry of Finance needs to pay attention to and coordinate to support localities, striving to complete the dossier before August 10 to submit to the Prime Minister for consideration and decision.

Regarding the golf course project combined with resort tourism and sports, the Deputy Prime Minister said that the provisions of the Land Law and the Party's policies basically do not have major obstacles. However, the implementation process still faces difficulties related to the implementation of Decree No. 52/2020/ND-CP dated April 27, 2020 of the Government on investment, construction and business of golf courses.

The Deputy Prime Minister assigned the Ministry of Finance to take the lead in researching and proposing solutions, reporting to the Government for consideration before August 15 to remove difficulties for Can Tho and localities in the Mekong Delta region.
