On August 14, at the 2025 mid-term session of the 8th Provincial People's Council, Chairman of the Provincial People's Committee Tran Phong presented a report, clarifying many issues of concern to voters and giving instructions in the coming time.
According to the Chairman of the Provincial People's Committee, in the first half of 2025, Quang Tri has just completed the arrangement of administrative units and operated a two-level local government model. GRDP growth rate reached 7.48%, key areas recovered, social security ensured, national defense and security maintained, administrative reform and digital transformation promoted.
Many groups of issues were of concern to voters and delegates, including the arrangement of commune-level cadres, standardization of administrative procedures, use of headquarters, decentralization, delegation of authority, capacity to process land records at the grassroots level, solving land backlogs, auctioning minerals, handling pollution, waste service prices, site clearance problems, information technology infrastructure, school facilities - health stations, food safety, disease prevention, traffic infrastructure and network security.
The Provincial People's Committee has directed departments and branches to implement many solutions, perfect personnel plans, standardize and digitize administrative procedures, arrange funding and means, completely resolve land clearance problems, enhance road maintenance, improve the efficiency of public administrative centers, promote investment in digital infrastructure and digital skills, improve the quality of education - healthcare, strengthen food safety control and disease prevention, and promote crime suppression.
Taking people and businesses as the center
To complete the annual growth target of 8% or more, the Chairman of the Provincial People's Committee proposed key groups of solutions.
Stably organize and effectively operate the two-level government apparatus, perfect personnel plans, increase decentralization associated with inspection and supervision, tighten administrative discipline, reform administrative procedures and improve the satisfaction of people and businesses.
Review the provincial planning in the direction of regional linkages, promote advantages for harmonious development, maximize the potential of nature, history, culture, form dynamic regions, and turn Quang Tri into a center for energy, tourism, and agriculture in the region.
Promote economic growth, promote public investment disbursement, prioritize key projects and inter-regional connectivity; remove difficulties to put dynamic projects into operation; develop ecological agriculture, services - tourism and attract strategic investment.
Develop culture - society and human resources, improve the quality of education and health care, care for people's lives, narrow the gap between regions, develop social housing, eliminate temporary houses and renovate martyrs cemeteries.
Effectively implement the Central's resolutions and conclusions, concretize them with programs and projects to create breakthroughs in development.
Maintain political security, social order and safety, fight against crime, strengthen international cooperation, prevent corruption and negativity, and strictly handle violations.
The Chairman of the Provincial People's Committee emphasized the motto of "6 clear" and "3 have 2 no's", taking people and businesses as the center, all policies aimed at improving the quality of life and competitiveness.
He requested heads of agencies, units, and Chairmen of People's Committees of localities to review low targets, slow projects, and backlogged documents; make specific plans, clearly assign people, work, and time limits; inspect the scene, remove difficulties from the grassroots; dialogue, promptly resolve recommendations from businesses and people; each cadre must dare to think and dare to do for the common good.
