In particular, the arrangement and reorganization of units achieved positive results, especially in the period 2015 - 2021, exceeding the set target (reduction of 13.33% / target of 10%).
The following units have been rearranged and reorganized and have promoted their leading role, improving the quality of public service delivery.
According to Government data, as of December 31, 2021, the total number of units was 48,442 units, down 7,449 units compared to 2015 (13.33%).
Locally, the number of units decreased by 13.46%, reaching the set target. However, during this period, there were 20 provinces and cities with a decrease of less than 10%, including provinces and cities with a low decrease such as Binh Duong (down 0.19%); Ho Chi Minh City (down 1.2%).
On the contrary, there are provinces and cities with very high reductions such as Son La (down 30.81%); Yen Bai (down 29.06%); Hoa Binh (down 28.93%)…
At the Central level, the number of units decreased by 7.4%, not reaching the set target, including agencies with high reduction rates such as the Ministry of Foreign Affairs (down 26.67%), Ministry of Home Affairs (down 25 %), Ministry of Information and Communications (down 24.24%)... but besides that, there are agencies that increased units such as the State Bank of Vietnam (up 14.29%), Ministry of Education and Training (up 9.84%), Ministry of Construction (up 9.52%).
In the period 2021 - 2023, agencies and units are making efforts to review to continue implementing the arrangement, however the implementation results are still low compared to the target of continuing to reduce 10% during the period. This.
As of December 31, 2023, the total number of units is 47,596 units, down 846 units compared to 2021 (reaching 1.75%).
During this period, the rate of unit reduction at the Central Government is being accelerated (reaching an overall reduction rate of 5.12%), with the current rate of reduction, by 2025 the target reduction of 10% will be achieved.
Regarding payroll management and improving the quality of human resources, according to the report as of December 31, 2023, the total number of subjects receiving the payroll streamlining policy according to regulations in ministries, branches and localities is 89,576 people. (ministries and branches 5,917 people, accounting for 6.6% and localities 83,659 people, accounting for 93.4%).
Including 73,245 people retiring before age , accounting for 81.77%; 16,182 people quit their jobs immediately, accounting for 18.06%; 58 people quit their jobs after vocational training, accounting for 0.06% and transferred to organizations that do not receive regular salaries from the state budget, 91 people, accounting for 0.1%.
However, the implementation of policies and laws on organizational and operational innovation of units still has some shortcomings and limitations.
