On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 215-KL/TW dated November 23, 2025 on amending and supplementing Regulation No. 11-QDi/TW, dated February 18, 2019 of the Politburo on the responsibility of the head of the Party Committee in receiving people, directly dialogue with the people and handling people's reflections and recommendations.
Accordingly, the Politburo agreed to amend and supplement a number of articles of Regulation No. 11-QDi/TW as follows:
Clause 2, Article 1 is amended as follows: "This regulation applies to heads of provincial and commune-level Party committees; those who reflect, recommend, complain, and denounce are people, cadres, party members, representatives of agencies, organizations, units, and relevant agencies, organizations, and individuals".
Clause 8, Article 3 amends: "Forever, monthly, quarterly, every 6 months, every 9 months, every year or suddenly report the situation and results of meeting people and handling and resolving feedback, recommendations, complaints and denunciations from people as follows:
a) Provincial Party Secretaries report to the Politburo, the Secretariat, the Central Internal Affairs Commission, and the Central Propaganda and Mass Mobilization Commission.
b) The Secretary of the Commune Party Committee reports to the Secretary, the Internal Affairs Committee, the Propaganda and Mass Mobilization Committee of the Provincial Party Committee".
In Clause 1, Article 4, it is amended: "The head of the People's Committee receives the people periodically as follows:
a) The head of the provincial Party Committee receives people at least once a month.
b) The head of the commune-level Party Committee receives people for at least 2 days in 1 month.
Based on the actual situation of the Party Committee, locality, unit, the head of the Party Committee arranges and publicly announces the fixed time to receive people in the month".
Article 5 is renamed: "Receiving and handling feedback, recommendations, complaints and denunciations from the head of the Party Committee".
Article 7 amends the name "Handling of petitions, letters of reflection, recommendation, complaint, and denunciation sent to the agency or unit of the head of the committee".
Amend Clause 2, Article 9 as follows: "The Central Internal Affairs Committee shall preside over and coordinate with the Central Propaganda and Mass Mobilization Committee, the Central Inspection Committee, and the Central Organizing Committee to advise and assist the Politburo and the Secretariat in guiding, urging, and inspecting the implementation of the Regulation; periodically reporting to the Politburo and the Secretariat. During the implementation process, if there are problems that need to be supplemented or amended, the Politburo will report to consider and decide".
The Politburo requests Party committees and Party organizations at all levels to thoroughly grasp and strictly implement this Conclusion. During the implementation process, if any problems or inadequacies arise, promptly report to the Politburo through the Central Internal Affairs Committee.
