On September 8, according to the Government's Electronic Information Portal, the Ministry of Home Affairs issued Document 7415/BNV-CCVC requesting the People's Committees of provinces and centrally run cities to focus on implementing a human resource assurance plan at the commune level to meet the requirements of organizing local government at 2 levels.
According to the document, the Politburo and the Secretariat issued Conclusion No. 183-KL/TW and Conclusion 186-KL/TW, in which the Provincial and Municipal Party Committees are required to continue to urgently strengthen the capacity of the commune level (ensuring both quantity and quality), perfecting the personnel work for the missing positions.
To ensure that personnel at the commune level meet the requirements of organizing local governments at both levels to operate effectively and smoothly, it is recommended that the People's Committees of provinces and centrally run cities direct agencies and organizations under their management to review the current status of the arrangement and use of civil servants who meet the requirements of expertise and profession according to the requirements of functions and tasks and temporarily orient the list of job positions at the commune level.
In the immediate future, ensure the minimum number of civil servants at administrative organizations at the commune level according to the instructions in Official Dispatch No. 09/CV-BCD dated May 30, 2025 of the Steering Committee for the arrangement of administrative units at all levels and build a model for organizing local government at 2 levels of the Government.
From there, determine the number of civil servants lacking to urgently supplement human resources (especially in the fields of information technology and digital transformation, accounting, land administration, construction ... at the commune level) and positions directly serving people and businesses in 4 forms:
First: Transfer civil servants between communes and wards to suit practical tasks, ensuring the right people, the right jobs, the right expertise and profession according to Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat.
Second: Signing labor contracts for people with expertise and profession to immediately meet the requirements of the task (priority in information technology and digital transformation, accounting, land administration, construction ...).
Third: Conduct the recruitment exam, consideration or acceptance of civil servants according to the provisions of Decree No. 170/2025/ND-CP dated June 30, 2025 of the Government among the positions assigned by competent authorities that have not been used, especially prioritizing the recruitment of experienced people, immediately meeting the requirements of tasks at the commune level.
Fourth: Strengthen professional training for civil servants related to professional fields such as information technology and digital transformation, finance, investment, land administration, construction, justice, etc. to ensure proper implementation of functions and tasks of fields that require expertise and profession to meet the requirements of local government operations at the commune level.
