On the afternoon of 9.5, in Khanh Hoa, the Politburo's delegation worked with the Standing Committee of Khanh Hoa Provincial Party Committee and the Standing Committee of Ninh Thuan Provincial Party Committee on the implementation of the Resolution of the 11th Conference of the Central Committee of the XIII Party Committee.

The meeting was attended by Mr. Tran Luu Quang - Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee, and leaders of Ninh Thuan and Khanh Hoa localities.
At the meeting, Mr. Tran Luu Quang assessed that the localization and evaluation of cadres during the merger process is extremely difficult. However, Khanh Hoa province has proactively had a set of criteria for effectively evaluating cadres, civil servants and public employees; prepared facilities, and have policies under its authority for cadres working far away.
Mr. Tran Luu Quang also praised Khanh Hoa province for its careful preparation in the next 5 years for streamlining and arranging cadres. This is to make cadres aware of their own work from now on.
Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee Tran Luu Quang hopes that the two provinces of Khanh Hoa and Ninh Thuan will not be subjective even though everything is going well, regularly checking, supervising, and sticking to the grassroots with the spirit of "running and lining up at the same time".
Mr. Tran Luu Quang also suggested that localities arrange responsible officials to closely follow the grassroots level. From there, grasp the problems to promptly resolve them.
The consistent principle of this arrangement is efficiency, effectiveness, efficiency. There must be consensus from the locality, commune-level cadres and the people. If we do not meet these slogans, we will fail.
According to Mr. Tran Luu Quang, the Central Government has implemented strong decentralization, assigning responsibility to localities with the viewpoint of "no one knows what is the best way to do it than local comrades".
Mr. Tran Luu Quang emphasized that the arrangement is not "dividing the chair" but we choose that position for which cadre does the best. In particular, the choice of cadre positions must be harmonious because otherwise it will be the seed of disunity and division of the company.
Clear roadmap for staff arrangement and streamlining
On April 29, Mr. Nguyen Tan Tuan - Chairman of Khanh Hoa Provincial People's Committee - signed a project to reorganize Khanh Hoa and Ninh Thuan provinces to submit to the Government for consideration and submission to competent authorities for decision.
According to the project, for agencies under the People's Council, there will continue to be 3 Committees under the People's Council, the Office of the National Assembly Delegation and the Provincial People's Council.
For agencies under the People's Committee, to avoid disruption and facilitate the organization and arrangement of specialized agencies, Khanh Hoa province decided to merge specialized agencies under the People's Committees of the two provinces.
The expected number of specialized agencies of Khanh Hoa province after the arrangement is 13 specialized agencies.
Establish 1 Economic Zone and Industrial Zone Management Board on the basis of reorganizing the Khanh Hoa Provincial Van Phong Economic Zone Management Board and the Ninh Thuan Provincial Industrial Park Management Board; 8 public service units under the Khanh Hoa Provincial People's Committee.
For cadres and civil servants in leadership and management positions, the project to evaluate the arrangement and assignment of cadres and civil servants to hold leadership and management positions after the arrangement shall comply with the conclusion of the Politburo and the instructions of the Central Organizing Committee.
In the immediate future, keep the number of civil servants, public employees, and contract workers at the agency, organization, or unit to arrange and assign work at the corresponding agency, organization, or unit or assign work at the commune level.
After that, streamline the payroll in conjunction with restructuring, improve the quality of the team according to the roadmap, ensure that within 5 years the number of payrolls is basically implemented in accordance with regulations.
