The toolkit for measuring and evaluating work results and performance (KPI) will be deployed synchronously from April 1, 2025 at 53/53 agencies, units and localities in the whole Khanh Hoa province.
Through the initial implementation period, the Steering Committee for Employment Location highly appreciated a number of agencies with large actual work volumes and serious implementation, such as the Provincial Party Committee's Organization Committee, the Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Office, the Department of Finance, and the Department of Home Affairs.
At the same time, it is noted to remind a number of agencies and units with an unusually high average working hours to compare with the requirements, workload, functions and tasks of other agencies and units, such as the Provincial Inspectorate, the Provincial Farmers' Association, Nha Trang College of Technology and Technology, the Provincial People's Committee Party Committee, the Provincial Party Committee's Internal Affairs Committee, the Department of Agriculture and Environment.
The results of the work efficiency assessment of the KPI system over 15 days of implementation (from April 1-15, 2025) have shown the quantity, productivity, and work efficiency of cadres, civil servants, and public employees at each agency and unit.
From there, gradually determine the needs and number of staff, cadres, civil servants and public employees to meet the working levels of each agency and unit.
In addition to the achieved results, there are still some shortcomings and limitations. That is, the education sector and the health sector in Khanh Hoa province have not implemented the KPI system with the reason that the software is not compatible, which is unreasonable.
In addition, some cadres, civil servants and public employees have more than actual work hours declared and recorded; some Party committees, agencies and units, especially the leaders, have not been serious and not closely supervised the recording of work diaries.
This is reflected in the average number of working hours per day, which is unusually high compared to the functions, tasks, volume and work requirements of cadres, civil servants, public employees and of agencies and units.
To continue to synchronously deploy the KPI system, Khanh Hoa Secretary Nghiem Xuan Thanh suggested that agencies continue to synchronously deploy the KPI system for cadres, civil servants, and public employees in the education and health sector from April 1, 2025 according to existing programs and software.
Assign the Department of Science and Technology to guide and deploy temporary software to measure, evaluate results and work efficiency for teachers (educational sector) and doctors (medical sector); at the same time, soon research and deploy electronic document management software (E- Office) for these two groups across the province to synchronize and unify the common program.
Review and agree on the implementation time, portfolio, and arising work items of agencies and units. Continue to research and agree to reduce the number of work items of agencies and units from 50 work items to 35 - 40 work items to facilitate the assignment, monitoring and evaluation of cadres, civil servants and public employees.
