On April 29, Mr. Nguyen Tan Tuan - Chairman of Khanh Hoa Provincial People's Committee signed the project to merge Khanh Hoa and Ninh Thuan provinces to submit to the Government for consideration and submission to competent authorities for decision.
According to the project, for agencies under the People's Council, there will continue to be 3 Committees under the People's Council, the Office of the National Assembly Delegation and the Provincial People's Council.
For agencies under the People's Committee, to avoid disruption and facilitate the organization and arrangement of specialized agencies, Khanh Hoa province decided to merge specialized agencies under the People's Committees of the two provinces.
The expected number of specialized agencies of Khanh Hoa province after the arrangement is 13 specialized agencies.

Establish 1 Economic Zone and Industrial Zone Management Board on the basis of reorganizing the Khanh Hoa Provincial Van Phong Economic Zone Management Board and the Ninh Thuan Provincial Industrial Park Management Board; 8 public service units under the Khanh Hoa Provincial People's Committee.
For cadres and civil servants in leadership and management positions, the project to evaluate the arrangement and assignment of cadres and civil servants to hold leadership and management positions after the arrangement shall comply with the conclusion of the Politburo and the instructions of the Central Organizing Committee.
The maximum number of leaders and managers of agencies and organizations in administrative units of Khanh Hoa province after the reorganization must not exceed the total number of leaders and managers present in agencies and organizations in administrative units of Khanh Hoa province and Ninh Thuan province before the reorganization.
For heads of organizations under or directly under specialized agencies, based on practical conditions and standards, capacity of cadres, civil servants, public employees, Party committees, leaders of agencies and units after the arrangement, consider and decide to select leaders who meet the requirements and tasks of the new unit.
In particular, in the case of holding the position of deputy head of organizations under and directly under specialized agencies after the arrangement, it can be higher than the regulations and gradually decrease according to the roadmap to ensure implementation according to the Government's regulations.
In the immediate future, keep the number of civil servants, public employees, and contract workers at the agency, organization, or unit to arrange and assign work at the corresponding agency, organization, or unit or assign work at the commune level.
Then, streamline the payroll in conjunction with restructuring, improve the quality of the team according to the roadmap, ensure that within 5 years the number of payrolls is basically implemented in accordance with regulations.
Cadres, civil servants, public employees, and workers receiving salaries from the state budget when assigned to work in new administrative units will continue to receive salaries according to the rank, level, and current salary allowance regimes for 6 months; then implement according to new regulations of the Government...
Regarding the plan and roadmap for implementing specific regimes and policies for Khanh Hoa province after the merger, the locality proposed to keep the goal of building and developing Khanh Hoa to become a centrally-governed city by 2030, according to Resolution No. 09 of the Politburo.
At the same time, it is recommended that the Central Government issue additional mechanisms and policies to support Khanh Hoa province after the merger to complete the goal of becoming a centrally-governed city.
