The leadership methods of Party committees and organizations at all levels continue to be improved; the leadership capacity and fighting strength of grassroots Party organizations have changed significantly, meeting the requirements of the task.
The two provinces focus on directing the drastic arrangement of the apparatus to be streamlined, synchronous, and efficient according to the Central Government's policy.
Many good practices have been implemented such as: issuing a scoreboard to evaluate cadres before appointment; establishing a commune-level advisory board to pilot the 2-level government model, ensuring smoothness and uninterrupted tasks.
In particular, Khanh Hoa pioneered the issuance of a set of tools to measure and evaluate work performance (KPI) for cadres, civil servants and public employees, contributing to overcoming limitations in cadre assessment; Ninh Thuan is also implementing a roadmap to apply KPI. The work of planning, training, fostering, and rotating cadres has been given attention, associated with building a team of young cadres, women, and ethnic minorities.
The quality and effectiveness of inspection, supervision and party discipline activities continue to be improved.

Judicial agencies at both levels improve the quality of investigation, prosecution, trial, and execution of judgments; resolutely not let wrongful convictions or crimes go unnoticed.
The organization and apparatus of judicial agencies and judicial support has been consolidated and perfected; the supervision activities of elected bodies for judicial work have been increasingly innovated and effective.
