The groundbreaking ceremony for the project to renovate, upgrade and build a new West Lake Guest House was held by the Central Party Office on the morning of January 15. General Secretary To Lam attended and pressed the button to start the construction.
Also attending the groundbreaking ceremony were: Former Politburo member, former Standing member of the Secretariat Tran Quoc Vuong; Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh; Party Central Committee Secretary, Chief of the Party Central Committee Office Nguyen Duy Ngoc; Party Central Committee Secretary, Head of the Central Commission for External Relations Le Hoai Trung.
Speaking at the groundbreaking ceremony, Party Central Committee Secretary and Chief of the Party Central Committee Office Nguyen Duy Ngoc said that, implementing the policy of the Politburo and the Secretariat, key leaders assigned the Party Central Committee Office to be the investor of 3 projects, including: Project to build the Museum of the Communist Party of Vietnam; Project to transform digitally in party agencies; Project to renovate, upgrade and build a new West Lake Guest House, towards the 100th anniversary of the founding of the Communist Party of Vietnam.
After being renovated, upgraded and newly built, the West Lake Guest House will become a place to organize domestic and foreign political programs and events, important activities of the Party and State; serve the organization of the Party's national congress; organize to welcome large international delegations to visit and work, organize special art programs to celebrate the country's major holidays.
This is a project of great political significance towards welcoming the 14th National Party Congress, contributing to the economic, cultural and social development of the thousand-year-old capital, highlighting the image and highlights of Vietnam to international friends.
In order for the Project to be completed on schedule, with quality, and promptly handed over for use in the third quarter of 2027, on behalf of the Project Steering Committee and the leadership of the Party Central Committee Office, Chief of the Party Central Committee Office Nguyen Duy Ngoc requested that the investor, contractors participating in the project and related units need to be more determined in implementing the Project; strengthen leadership, direction, inspection and supervision on a daily, weekly, monthly and quarterly basis, with the spirit of clearly defining people, clearly defining work, clearly defining responsibilities, clearly defining time, clearly defining products, and paying special attention to labor safety and environmental sanitation. Relevant ministries, branches and Hanoi city continue to pay attention and closely coordinate with the Party Central Committee Office to create the most favorable conditions for the implementation of the Project.
According to the Investor's report, with the spirit of "Running while queuing", the Project is implemented with the following milestones: May 2025, completion of site clearance; October 2025, completion of foundation construction; June 2027, completion of bodywork, finishing and installation of equipment, landscape technical infrastructure. Operation training, technology transfer; July 2027, completion of acceptance, handover of the project for use; June 2028, completion of project settlement.
In parallel with the construction work, by May 2025, the Investor will report on the management, operation and exploitation project for the West Lake Guest House area, ensuring that the project is put into operation in accordance with the investment objectives, bringing high efficiency after investment.
Next, General Secretary To Lam witnessed the groundbreaking ceremony for the construction of Dang Thai Mai Street - Phase I, Tay Ho District. The investment in the construction of the street aims to facilitate traffic connection with the Central Party Office villa area, Tay Ho Palace, solving traffic congestion and gradually completing the infrastructure according to the plan.
