The conference was held in person and online. The conference was chaired by Mr. Nguyen Dinh Khang, member of the Party Central Committee, Secretary of the Party Delegation, President of the Vietnam General Confederation of Labor, Head of the Steering Committee of the General Confederation of Labor on summarizing Resolution 18-NQ/TW of the 12th Party Central Committee; Mr. Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor, Deputy Head of the Standing Committee of the General Confederation of Labor on summarizing Resolution No. 18.
Attending the meeting were members of the Presidium, heads of departments, and all cadres, civil servants, and employees of the General Confederation of Labor; chairmen, vice chairmen, leaders of the organizing committee, and cadres assigned to directly advise on the organizational arrangement of 63 provincial and municipal labor federations and 17 central and equivalent industry unions.
Also attending were leaders, heads of organization departments and specialists assigned to directly advise on the organizational arrangement of public service units under the General Confederation of Labor, provincial and municipal Labor Federations, central and equivalent industry trade unions.
At the conference, Mr. Nguyen Dinh Khang, member of the Party Central Committee, Secretary of the Party Delegation, Chairman of the General Confederation of Labor, Head of the Steering Committee of the General Confederation of Labor on summarizing Resolution No. 18, thoroughly grasped some basic contents of Project No. 03 dated December 25, 2024 of the Party Delegation of the General Confederation of Labor on streamlining the organization of the General Confederation of Labor and its affiliated units to be streamlined, effective and efficient.
The President of the Vietnam General Confederation of Labor emphasized that delegates must thoroughly grasp a number of principles when arranging and streamlining the organizational apparatus, which are: Strictly implement the principle that one agency or unit performs many tasks, one task is only assigned to one agency or unit to preside over and take primary responsibility; absolutely do not design the organizational apparatus based on the individual's personality.
Along with that, the organization must be streamlined, combined with building a team of quality cadres, civil servants, and public employees and assigning people to work in approved positions. After the arrangement, the apparatus must operate more smoothly, evenly, and more effectively.
In addition, there must be high unity between awareness and action, with political determination, creating consensus throughout the system; individual leaders and collective leaders of agencies and units must be exemplary, deploy urgently and resolutely; any unit that makes mistakes or violates regulations must be held responsible before the Party Committee, the Presidium of the General Confederation of Labor and the direct leadership committee.
During the implementation process, agencies and units strictly comply with, synchronously and uniformly implement, and follow the direction in the documents of the Party Delegation, the Presidium of the General Confederation of Labor and the direct leadership and direction of the Party Committee.
The President of the Vietnam General Confederation of Labor also thoroughly grasped the plan to arrange and streamline the organizational apparatus at the General Confederation of Labor Office and at the Central and equivalent Trade Union Offices.
Along with that, the conference also deployed documents of the Party and State related to the implementation of regimes and policies for cadres, civil servants, public employees, and workers when streamlining due to non-re-election, reappointment, resignation, and retirement.
Mr. Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor, thoroughly grasped and implemented a number of key contents related to Instruction No. 39/HD-TLD dated December 30, 2024.
