Institutionalizing core contents in the Documents of the XIV Congress
In the afternoon of March 11, at the Party Central Committee Headquarters, General Secretary To Lam, Head of the Central Steering Committee for Institutional and Legal Improvement (Steering Committee) chaired the first quarter meeting of 2026 of the Standing Committee of the Steering Committee.
Also attending were: Prime Minister Pham Minh Chinh, Member of the 13th Politburo, Deputy Head of the Steering Committee; National Assembly Chairman Tran Thanh Man, Member of the Politburo, Deputy Head of the Steering Committee; Politburo members, members of the Secretariat, members of the Party Central Committee, leaders of the Government, National Assembly, members of the Steering Committee and representatives of leaders of a number of central ministries, departments, and branches.

According to VNA, concluding the meeting, General Secretary To Lam highly appreciated the spirit of responsibility, proactiveness, and efforts of the agencies in the process of preparing the contents of reports and projects submitted at the meeting.
The General Secretary requested agencies to continue to study and fully absorb the opinions of the Standing Committee members of the Steering Committee and delegates attending the meeting to revise and complete the reported contents, ensuring quality and progress as required.
Regarding the draft Project on Legislative orientation for the 16th National Assembly term, the General Secretary requested that, in the process of completing the Project, special attention should be paid to institutionalizing in 2026 the core and important contents of the Document of the 14th National Party Congress; at the same time, ensuring synchronization with the Politburo's Conclusion on completing the structure of the Vietnamese legal system to meet the requirements of national development in the new era.
Regarding the draft Outline of the Strategic Project on completing the Vietnamese legal system in the new era, the General Secretary noted that in the process of researching and developing the Project, it is necessary to ensure close connection with the content of the Project on Completing the structure of the Vietnamese legal system to meet the requirements of national development in the new era and the Project on summarizing 100 years of the Party's leadership of the Vietnamese revolution, summarizing 40 years of implementing the Platform for building the country in the transition period to socialism and summarizing and comprehensively amending the 2013 Constitution.
Do not create a burden on compliance costs for small and medium-sized enterprises
Regarding the Specialized Report on mechanisms, policies, and major solutions to institutionalize the Party's guidelines and orientations on private economic development according to Resolution No. 68-NQ/TW of the Politburo, the General Secretary requested to continue to concretize and fully institutionalize the Party's guidelines on private economic development in the spirit of the 14th National Congress Resolution, Resolution 68 and other strategic resolutions of the Central Government.
For regulations that have been institutionalized, it is necessary to urgently issue complete and timely detailed regulations guiding implementation so that policies can soon go into life, providing substantive support for the private economy.
Improve mechanisms and policies to create a favorable investment and business environment, reduce compliance costs with the law; ensure resources in land, capital, science and technology, innovation and digital transformation to promote the private economic sector to develop more strongly.
The General Secretary requested to review and evaluate the effectiveness and feasibility of the issued solutions to adjust and supplement them closely to the actual situation. Soon complete policies, laws and effective implementation mechanisms to help individuals and business households become small and medium-sized enterprises; small and medium-sized enterprises become large enterprises; large enterprises must become regional and international-level corporations.
In which, close attention should be paid to mechanisms and policies to support small and medium-sized enterprises, individual businesses, and business households (currently accounting for the majority of the number of businesses).
Have appropriate mechanisms to avoid creating a burden on compliance costs for small and medium-sized enterprises, individual businesses, and business households; including strengthening legal support for these subjects.
Inadequacies, limitations or problems arising in the practice of private economic development must be resolved at each level or proposed to competent authorities for timely resolution. Do not let bottlenecks or legal barriers for private economic development exist" - the General Secretary emphasized.
