The Ho Chi Minh City People's Committee has just issued a document implementing the direction of Deputy Prime Minister Tran Hong Ha on reviewing and handling parking lots under bridges and roads.
The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction to preside over and coordinate with relevant agencies to advise the City People's Committee to issue full regulations on responsibilities and content of road infrastructure management and protection.
The city will inspect and review all licensing, management and exploitation of parking lots, including the temporary use of roadways and sidewalks for vehicle parking purposes.
Localities are required to rectify licensing work at the ward and commune levels, absolutely not allowing spontaneous and illegal parking lots. In case of violations, the Chairman of the People's Committee at the commune level must be responsible as the head.
Ho Chi Minh City Police will strengthen inspection and strictly handle violations of fire prevention and fighting regulations at temporary parking lots, especially under bridges, sidewalks and roads.
Ho Chi Minh City leaders requested the development of investment plans and solutions for new parking lots to meet actual needs, especially in large urban areas, densely populated areas and industrial parks.
The application of digital transformation in the management, exploitation and maintenance of transport infrastructure has also been promoted, including the implementation of non-stop fee collection at bus stations and parking lots in urban areas to improve management efficiency and promote urban civilization.
The Department of Planning and Architecture is assigned to review and propose adjustments and supplements to the parking lot planning to ensure feasibility, and report the results to the City People's Committee in the coming time.
According to Decision 568/QD-TTg dated April 8, 2013 of the Prime Minister, Ho Chi Minh City is planned to have about 550.96 hectares of land for parking lots.
Of which, about 193 hectares of car parking lots have not yet been determined in location and scale, of which 83 hectares are expected to be located in commercial and service areas; 110 hectares in residential areas; 30.98 hectares for taxis; the rest is distributed along Ring Road 2 and national highways and expressways.
However, up to now, the city only has 2.69 hectares of parking lots invested in, which is only 0.5% of the plan.
Many underground parking lot projects that have been announced for a long time are still "inactive", causing taxis and personal cars to temporarily park on the roadside, gas stations are becoming more and more popular in the central area of Ho Chi Minh City, causing loss of aesthetics and urban order.
Recently, a series of locations such as the Phu My, Ong Lon (Nguyen Van Linh), Rach Ong (Tran Xuan Soan), Him Lam (Nguyen Thi Thap), Lo gom ( Vo Van Kiet) bridges have been occupied as parking lots, gathering materials, causing traffic insecurity and potential risk of fire and explosion, damaging the project.
Faced with this situation, the Ho Chi Minh City Department of Construction has proposed that the Ministry of Construction report to the Government and the National Assembly to consider amending the Road Law and Decree 165/2024/ND-CP, allowing the People's Committees at the provincial level to decide on the use of underpasses as parking lots and sports fields with conditions that do not affect the structure, ensure safety and fire prevention.
