General Secretary To Lam chairs the first quarter meeting of 2026 of the Standing Committee of the Central Steering Committee for perfecting institutions and laws on organization

In the afternoon of March 11, 2026, at the Party Central Committee Headquarters, the Central Steering Committee for Institutional and Legal Improvement (Steering Committee) held the first quarter meeting of 2026 of the Standing Committee of the Steering Committee.

General Secretary To Lam, Head of the Steering Committee, chaired the meeting. Also attending the meeting were Prime Minister Pham Minh Chinh - Deputy Head of the Steering Committee; Politburo Member, National Assembly Chairman Tran Thanh Man - Deputy Head of the Steering Committee.

Also attending were Politburo members, Secretary of the Party Central Committee: Head of the Central Organization Committee Le Minh Hung; Head of the Central Internal Affairs Commission Le Minh Tri; Head of the Central Propaganda and Mass Mobilization Commission Trinh Van Quyet.

Also attending were Politburo members: General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Secretary of the Hanoi Party Committee Nguyen Duy Ngoc; and members of the Steering Committee.

The Politburo has issued Resolution No. 66-NQ/TW on innovating the work of building and implementing laws to meet the requirements of national development in the new era.

The Resolution sets out the goal that by 2030, Vietnam will have a democratic, fair, synchronous, unified, public, transparent, and feasible legal system with a strict and consistent implementation mechanism, ensuring a legal basis for normal, continuous, and smooth operation of agencies after arranging the organizational structure, removing obstacles arising from practice, paving the way for development, mobilizing all people and businesses to participate in socio-economic development so that by 2030, Vietnam is a developing country with modern industry and high-middle income.

In 2025, basically complete the removal of "bottlenecks" caused by legal regulations. In 2027, complete the amendment, supplementation, and promulgation of new legal documents to ensure a synchronous legal basis for the operation of the state apparatus according to the 3-level government model. In 2028, complete the legal system on investment and business, contributing to bringing Vietnam's investment environment into the top 3 ASEAN countries.

The Resolution sets out the vision goals to 2045, Vietnam has a high-quality, modern legal system, close to standards, advanced international practices and suitable to the country's reality, strictly, consistently implemented, respected, ensured, and effectively protected human rights and citizens' rights; upholding the Constitution and laws to become the standard of conduct for all subjects in society; modern national governance with a streamlined, efficient, effective, and efficient state apparatus, meeting the requirements of rapid and sustainable national development, becoming a developed country with high income according to socialist orientation by 2045.
